What are the requirements for establishing journalist bases by non-local newspapers and periodicals?

If one wishes to set up a journalist base in Shanghai, those national newspapers or periodicals sponsored by the CPC Central Committee, State Council ministries, institutions supervised by the State Council, the People's Organization and parties other than CPC should submit their written application to the Shanghai Municipal Press and Publication Bureau.

If one wishes to set up a journalist base in Shanghai because of special requirements, newspapers or magazines sponsored by the party committees of provincial governments, or the governments of autonomous regions and municipalities should seek approval from the local press and publication bureaus before submitting their written application to the Shanghai Municipal Press and Publication Bureau.

The following documents should be provided:

(1) The reason for setting up a journalist base and the scope of business of the base;

(2) the approval from the supervising authority of the newspaper or magazine. Approval from the local press and publication bureaus is required for the setting up of a journalist base by newspapers or magazines sponsored by party committees of provincial governments, governments of autonomous regions and municipalities.

(3) an introduction of the staff working for the base;

(4) proof that such staff actually work for the newspaper or periodical;

(5) proof of financing, and

(6) proof of use of the work venue (a lease agreement or ownership document should be provided).

The establishment of a journalist base should be published in the major local media. The sum of the publicizing fee should be charged according to the actual amount incurred after being approved and registered.
