According to the existing laws and regulations, only legal person enterprises, and not individuals, can engage in the wholesale of books, newspapers and magazines.

The requirements are as follows:

(1) A fixed enterprise name and business scope;

(2) competent professional staff, a legal representative or responsible person with medium level qualifications or above, and the publication staff should hold primary qualifications;

(3) have relevant equipment and a fixed venue for the wholesale of publications. The size of each wholesale store should be no less than 50 square meters, and the size of an independent venue should be no less than 500 square meters;

(4) have no less than RMB 2 million of registered capital, and

(5) have relevant PC administration ability.
