Enterprises or individuals should submit their application for the sale and leasing of books, newspapers and magazines to their local district/county culture bureaus.

Culture bureaus will check the venue after receiving all relevant documents and make its decision within twenty days. If approved, a business license will be issued. If not, the applicant will be informed in written form.
