The procedure of setting up a printing enterprise is as follows:

(1) Get an enterprise name approval at the relevant industrial and commercial department(s) and obtain the "Notice of an Enterprise's Name Approval".

(2) Register at the Shanghai Municipal Press and Publications Bureau (cultural administration departments for enterprises in the Pudong New Area, Min Hang, Bao Shan, Jia Ding, Song Jiang, Jin Shan, Qing Pu, Fen Xian, Nan Hui and Chong Ming). Fill out three copies of the "Application Form of the Shanghai Municipality for the Establishment of Printing Enterprises" and submit the relevant documents together with the form.

(3) After approval by the Shanghai Municipal Press and Publication Bureau, one copy of the form will be kept by the bureau. Two copies will be given back to the applying enterprise, one to be submitted to the industrial and commercial department(s) to obtain the "Business License" and one to be kept by the applicant for filing purposes.

(4) The "Printing Enterprise License" will be issued by the Shanghai Municipal Press and Publication Bureau after obtaining the "Business License" from the industrial and commercial department(s).
