Who is responsible for formulating the realty management service charge scale?

According to the applied provisions in the Regulations of the Shanghai Municipality on the Administration of Residential Realty, the realty management service charge scale shall be defined subject to the rules as follows:

1. The charge scale for sold government-owned housing shall be formulated by the Shanghai Pricing Bureau collaborating with the Shanghai Municipal of Housing, Land and Resource Administration.

2. The charge scale for common commercial housing sold in the domestic market shall be determined through negotiation by and between the realty management company and the housing owners or their committee, within a balanced range of the benchmark price prescribed by the competent pricing authority at the district/county level collaborating with the competent housing, land and resource administration.

3. The charge scale for high-level commercial housing sold in the domestic market and commercial housing sold to foreigners shall be determined through negotiation by and between the realty management company and the housing owners or their committee.

Any and all costs and expenses for the other services shall be determined through negotiation by and between the realty management company and the housing owners, or their committee, or users.
