What are the realty management service charging categories?

According to the applied provisions in the Regulations of the Shanghai Municipality on the Administration of Residential Realty, the realty management service charge categories shall cover 5 types as follows:

(1) Management charges, which are used for covering the costs of routine management within the realty management area, including but not limited to patrolling, inspection, accounting management for costs for realty repairs and renovations, safekeeping of realty archives and materials, and other relevant realty management services;

(2) expenses for the operation of built-in equipment that is necessary for the operation services of elevators, water pumps, and other built-in equipment;

(3) cleaning costs, which are necessary for the routine cleaning services within the realty management area;

(4) security fees, which are necessary for the routine security services within the realty management area, and

(5) maintenance costs, which are necessary for the realty maintenance services.

The above categories (1) through (4) shall be calculated as per month in an itemized manner, and category (5) shall be calculated as per the actual maintenance service cost.
