What punishments are imposed upon persons breaking laws and/or committing offenses via the internet?

According to the applied provisions in the Decisions on Safeguarding the Safety of the Internet, any and all persons breaking laws via taking advantage of the internet shall:

(1) In the case of violating the social public security regulations but not committing offenses yet, be punished by the responsible public security authorities subject to the Regulations of the People's Republic of China on Administrative Penalties for Public Security;

(2) in the case of violating other laws or administrative regulations but not committing offenses yet, be given administrative penalties by the responsible administrations in accordance with the applied laws or regulations plus the administrative sanctions or disciplinary punishments imposed in accordance with the applied laws or regulations upon the directly responsible personnel in charge or other directly responsible personnel;

(3) in the case of infringing upon the lawful rights and/or interests of other individuals or entities and constituting the civil infringements, be liable to any and all of the civil liabilities incurred, or

(4) in the case of conducting lawbreaking and/or criminal activities via the internet and committing offenses, be investigated the criminal liabilities in accordance with the applied provisions in the Criminal Law of the People's Republic of China.
