Which acts endanger the operational safety of the internet?

According to the applied provisions in the Decisions on Safeguarding the Safety of the Internet promulgated by the Standing Committee of the National People's Congress of the People's Republic of China, any of the following acts shall be deemed as the act endangering the operational safety of the internet:

(1) Hacking into the computer information systems of the State affairs fields, the national defense construction fields, and the top scientific and technological fields;

(2) intentionally making and spreading computer viruses and other destructive applications to attack computer systems and communication networks to the extent where computer systems and communication networks are damaged, or

(3) violating the State regulations by interrupting computer systems and communication networks without due authorization, to the extent where computer systems and communication networks are not able to run in a normal manner.
