The technical supervision authorities are the functional departments in the government at each level to control the standardization, metrology and production quality supervision in a unified manner, with the work directly related to and the duties critical to the personal and property safety and lawful rights and interests of consumers.

Its duties include:

(1) To implement the standardized administration, formulate a series of standards and norms for product quality in order to safeguard the personal and property safety of consumers, perfect these standards and norms unremittingly, supervise the enforcement of these standards and norms, and give full play to these standards and norms in protecting consumers' lawful rights and interests.

(2) To set up the datum instruments of measurement and standard instruments of measurement, enforce the compulsory calibration, supervise and control the manufacture, repair, sale and use of instruments of measurement, and investigate and punish any and all acts that violate the metrological laws and regulations and/or infringe upon the lawful rights and interests of consumers.

(3) To promote both certification systems of the enterprise quality system and product quality, and to encourage enterprises to defend their own business and product quality reputation and improve their product quality unremittingly.

(4) To supervise the product quality and implementation and enforcement of the technical standards and norms for products, establish the product quality supervision and inspection network to supervise and inspect products, carry out the supervision and inspection system by performing spot tests of product quality as the primary approach to randomly inspecting products probably infringing upon human health and personal and property safety, important industrial products probably affecting the national economy and livelihood of the people, and products with quality defects reported by consumers or the relative organizations, publicize the results of spot tests, make a full inspection of products according to the needs of supervision and spot tests, and impose punishments upon any and all acts that violate the applied regulations on the administration of product quality supervision.
