Conditions for the administrative approval

The following personnel can file in the application: Shanghai residents or those from other places outside Shanghai having a temporary residence certificate in the city and Chinese citizens having settled down at foreign countries are going to Taiwan on invitation to participate economic, scientific and technological, cultural, education, physical culture and academic activities, or to present at conferences, to negotiate on affairs concerning the cross-strait relations, to interview, or to go for economy and trade exchange activities.

Application materials

I.                     To complete and submit the Form on Examination and Approval on Mainland Residents Applying to go to and fro Taiwan Region pasted with a 2’’ barehead front-view colorful picture which is taken recently (48X33mm, with white color as the background), attached with two other pictures of the same dimension;
II. To submit for verification valid ID card, household register certificate or other documents on the household register; for those from other places outside Shanghai should submit the originals of their temporary residence certificate and employee’s certificate, attached with their copies;
Chinese citizens having settled down at foreign countries should submit for verification their valid passports, documents on their settlement in the foreign country and temporary residence certificate in Shanghai, attached with the copies;
III. In addition to the “approved document on going to Taiwan” issued by Taiwan Affairs Office of the State Council, applicants going for enterprise economy and trade exchange activities and fall into the category of the following special identities should also submit a written opinion from their work units:
(I) Officials in the municipal department who are incumbent or retired (with honor);
(II) Officers on department level in all organs including people’s organizations of worker, youth and women, as well as those from democratic parties;

(III) Those working on the key posts at enterprises and public institutions related to the state politics, economy, security and commercial secrete, and finance, taxation, scientific research and education, etc;

(IV) Those working at Shanghai-based units under direct control of the central government, or those at units of other provinces, municipalities or autonomous regions stationed in Shanghai.
IV. To submit the original of “approved document on going to Taiwan” issued by the Taiwan Affairs Office of the State Council, or the copy of the approved document confirmed and stamped with an official seal from the Taiwan Affairs Office from Shanghai Municipal Government, or the original of “Written Reply on Going to Taiwan on Invitation” issued by Department of Economy from the Taiwan Affairs Office;
V. To submit valid documents on permit of getting into
Taiwan;

VI. Those having had a Passport to go to and fro Taiwan should submit their Passport to go to and from Taiwan;

VII. To submit other evidentiary materials that the department on entry and exit administration believes to be essential in handling the application.
To go to
Taiwan on invitation, the application can be filed in by the organized unit as an agent, and the factor should submit letter of recommendation and his ID card.

Procedures and time limit for handling the application

Entry and Exit Administration of Shanghai is to accept the application, to do the examination and approval work, and passport making work. The application is to be handled and wound up within 3 working days.

Charging standard and its basis

For a Passport on Mainland Residents going to and fro Taiwan, it is 30RMB per passport; it is 20RMB for an endorsement, note or time extension; it is 100RMB for a multiple-journey endorsement.
