Shanghai launches spokesperson system

The nationwide emergence of the spokesperson system at the local government level will establish a standard procedure for the release of government information and has demonstrated China's determination to increase transparency in its government operations.

Press conference on January 12 — Part I (10 major municipal projects in 2010)

Chen Qiwei, the spokesman of Shanghai municipal government, released information on the major projects in 2010 discussed and approved by city government at the regular press conference today.

Chen said this year’s practical projects would stick to the principle of “providing timely help to expand benefits, including planned works, providing funds and completing projects within the year” and pay more attention to the theme of World Expo “Better City, Better Life” by “servicing Expo, overcoming difficulties, helping to counter poverty and paying close attention to people’s needs” as key points.

To reflect public opinion, the city government office openly solicited public suggestions on the Internet and listen to community views to strengthen cooperation with relevant departments. Based on feedback from various parties, the government formed the major project list.

To sum up, there are four characteristics of projects this year: First, adhering to the World Expo theme and creating a harmonious urban environment; Second, tackling tough problems which may benefit a  wide range of people; Third, insisting on timely help and care for vulnerable social groups and areas with difficulties; Fourth, insisting on getting close to the needs of people, ensuring the consistency and successful completion of projects.

The municipal government set out the following 10 projects for 2010:

1. Creating 500,000 new jobs, of which 100,000 will be for non-farm employment of rural surplus labor forces; setting up 100 employment assistance bases to help people with disabilities.

2. Starting the connection of 29 roads in different districts, completing the construction of 10 such roads, setting up control and guidance systems on 46 ramps along highways, installing video traffic monitoring on 64 roads and installing transport card readers on 9,000 buses along 700 lines.

3. Completing the renovation of 100 rural villages and dangerous old houses for 2,500 low-income households.

4. Providing home-based care to 250,000 elderly people, adding 10,000 beds and setting up 20 day-care centers and 50 neighborhood food service facilities to help the elderly.

5. Achieving real-time reimbursement for 540 suburban clinics and 145 community healthcare centers, maintaining 300,000 free blood-pressure gauges for families, and real-time positioning of mobile phohnes dialing the emergency service number “120.”

6. Promoting the use of 12 million energy-saving bulbs, and donating 46,000 bulbs for 23,000 families.

7. Building 50 new kindergartens, setting up standard libraries and sports facilities for the city's 160 private schools, providing training on IT for 210,000 people in suburban areas.

8. Installing 1,000 ATM machines in large residential communities in the outskirts, setting up or rebuilding 40 tourist information service centers, and putting up signs at metro stations and the World Expo site.

9. Setting up food-tracking systems at five vegetable wholesale markets and 100 standardized wet markets, providing work-safety training for 300,000 workers, providing free first-aid kits and related training to 250,000 families, completing the training on 25,000 Red Cross ambulance staff and 250,000 people at public venues.

10. Building 40 new community-based playgrounds and improving facilities and guidance signs at more than 2,800 public toilets in Shanghai.
