In response to roaring housing price, Shanghai launched relevant policies and measures in six respects

In recent phase, what kinds of measures has government adopted to control the housing price from going up too fast? According to the Municipal Housing Land Resources Bureau, relevant policies and measures are taken in six respects, in addition to the policy of restricting transferring future marketable housing, there are also such policies as increasing land supply for housing construction, optimizing real estate development structure, pressing ahead construction of low and medium price commercial housing, perfecting rules of real estate transaction and establishing system of market warning and forecasting index system as well as a multi-level housing guarantee system, etc., so as to promote healthy development of real estate market.

This year, increasing land supply for housing construction will be mainly for the purpose of housing and ordinary commercial housing, said the person in charge of Shanghai Housing Land Resources Bureau, while ensuring land supply for national key project, the municipal key project and supporting project, Shanghai will supply land mainly for ordinary commercial housing construction.

Loosing commercial housing presale standard is to guide developers to develop more commercial housing fit for relocated residents. The Municipal Housing Land Resources Bureau lowers presale standard, which regulates that housing can be put into market if it has been finished 25% of amount of works for construction and installation.

To accelerating the speed of putting low and medium price commercial housing into market, it is predicted that all supporting commercial housing with an area of 3 million square meters finished construction this year will come into market, and the newly constructed housing project covers an area of 3.5 million square meters. Proportion of land supply for low and medium price commercial housing at area within inner-ring road, between inner and outer ring road and outside of outer ring road is respectively 20%, 40% and 40%. Land supply for such high-grade commercial housing project as villa will be restricted, especially for high-grade commercial housing in downtown area.

The practice of registering real estate sale contract online can contain developers keeping their housing from selling, speculating housing and driving up housing prices. The Municipal Housing Land Resources Bureau will also gather and analyze the data on real estate trade collected through online operation system by referring to system of real estate market warning and forecasting index system, so as to guide sound investment and consumption at real estate market.

Multi-level housing guarantee policy------ "Study on Housing Guarantee Operation Mechanism for Low Income Families" has passed expert examination and appraisal. The study has designed housing guarantee operation mechanism for low income families, i.e., "the government taking the lead, society providing funds and operating in a standardized way"; still, operation scheme of categorizing work and doing the work in different phases has also been designed; in the Study, goal, task and steps of housing guarantee at different phases, mechanism of access, waiting for turns and dropping out of the guarantee are introduced in the Study.
