Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. Renovation plan for this year has been worked out. The municipal housing land resources bureau gave notice recently to decide on an area of 11 million square meters to be renovated within the year, renovation work will be done on 291 elevators, out of which, residential districts without property management covering 1.2 million square meters are to be renovated. Fund for comprehensive renovation is from allowance from housing land departments on municipal and district level and maintenance fund from proprietors.

It is known that this year is essential in the three-year plan on comprehensive renovation for public housing, because there is a large work load and many difficulties in the renovation work for this year. Up to now, total amount for comprehensive renovation has been decided, annual plan is to be sent down in March. In the renovation work for this year, housing land resources bureaus from all districts and real estate developers will rely on district government, give full play the role of neighborhood committee, offices of housing land resources bureau, proprietor committees and property management companies, implementation units at all districts will invite experienced superintendents and personnel who are to be responsible for superintending on the spot the comprehensive renovation project and strengthening supervision on construction and acceptance inspection on concealed projects.

As for raising funds for housing comprehensive renovation, the municipal housing land resources bureau asks to do it according to the method of "three points", i.e., allowance from the municipal housing land resources bureau, allowance from housing land resources bureaus on district and county level, and maintenance fund for proprietors. The municipal housing land resources bureau has made some adjustment on fund allowance proportion: for residential districts without property management, the allowance from the municipal government will be adjusted to 40%, and the rest housing will be subsidized with a proportion of 30%. Renovation funds will be stored in the special account and can be only used for the renovation work; it must not be embezzled.
