Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Forest maintenance posts provide ten thousand job opportunities

Recently, fourteen forest maintenance service centres have been established in Jiading District. In the Ju Yuan Eco Forest Park, a group of farmers without land and laid-off workers began their work with certificates in hand. One laid-off worker said that he was over fifty. He wasn't able to find any job in other places, but the job to take care of forest is the most suitable for him. RMB800 each month is not bad. It is reported that among the 12 "Employment Project for Ten Thousand People", forest maintenance provides the largest number of job opportunities for farmers who lose their land. It is another means through which farmers in suburban areas can make more money.

Green areas needs a lot of care. With the rapid forest growing speed, by 2007, the forest area in Shanghai will be increased from 30 0,000 Mu to 900,000Mu, which provides job job opportunities for farmers. If each 20 Mu of forest needs one maintenance staff, then by 2007, a total of 45,000 job opportunities can be provided to farmers.

This project was purchased by the government and is under the franchise management of the government. It is a public service project that use public resources for free. The project was initiated by Shanghai Agriculture and Forest Bureau and Municipal Labor and Social Security Bureau and organized according to "General Plan of Shanghai Urban Forest Development". By establishing informal labour organizations, surplus labours fro rural areas as well as laid-off workers are able to find jobs again. Men under 60 and women under 50 with Shanghai Hukou can apply for the job at district or township labour bureau. After the training and examination at the Forest Department, they are able to start their work. Right now, this employment project is being gradually promoted throughout the city it is expected that it can create 10,000 job opportunities this year. a total of 10,000 people can find jobs next year.
