Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. Ten thousand forest maintaining staff will begin their work within this year

On March 25th, the employment project for ten thousand maintenance staff of forest enters its substantial stage. The first group of fourteen "Forest Maintenance Service Centre" were formally established in Jiading District. As a pilot district for this project, Jiading District will finish its training of the first group of 200 maintenance staff it is expected that by the end of May, around 1000 maintenance staff of forest will begin their work in Jiading District it is reported that a total of 10,000 job opportunities will be provided to maintenance staff of forest.

Responsible officials from Shanghai Forest Station said that maintaining forest requires certain technical skills. Such maintenance staff shall know well pruning, watering, spraying medicines, mowing and other four skills. They are qualified only after written examination and on-spot practice. It is reported that unemployed man below 60 or woman below 50, or those who enjoy social security or surplus labour in rural areas can register and apply for the job in the district or county labour departments. The training fee for those who pass examinations will be paid by the government.

On the opening ceremony, villager Chen Qirong from Da Hong Village Ma Lu Town said that ever since he was laid off from a cement factory on the year he was 55, he hadn't been able to find jobs. He was really glad to be informed by the local labour department that he can take part in the maintenance training, he ran back home happily on that day. "It is difficult for people in my age to find a job. I don't care too much how much I earn, I just need a job. I will definitely do the job well no matter what difficulties I may face."

It is reported that among 12 employment projects for ten thousand people, this project provides the largest number of job posts, accounting for one sixth of the total.
