Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.

Make concerted efforts to promote the implementation of "Employment Project for Te Thousand People"

On the morning of February 16, Vice-mayor Zhou Taitong attended the guiding meeting for the promotion of employment and put forward relevant requirements. Zhou Taitong pointed out that promoting employment is one of the most important tasks of the Municipal Party Committee and the Municipal Government. All relevant departments of the municipal government shall work with concerted efforts, cooperate with each other, give full play to their respective advantages, make concerted efforts to promote employment. "Employment Project for Ten Thousand People" shall be implemented and active concrete actions shall be made well.

(1) Implement "Employment Project for Ten Thousand People" is an important measure to promote employment. "Employment Project for Ten Thousand" is an important media through which help is offered by the government to those who are in difficult on the basis of giving full play to the basic distribution function of market to labour resources. It has been listed as 2004 Shanghai Municipal Government Projects. We shall fulfil the task well so that the common people have trust in us.

(2) Strengthen our guidance, coordination and supervision to employment work. Employment is an important part of the macro control of the government. The implementation of this project penetrates to all social sectors. Administration from the government enjoys such advantages as systematic and professional, and we shall carry out comprehensive administration. On the platform of district communities, we can integrate all professional staff so that concerted efforts can be made. We shall strengthen our work in the promotion of employment in order to ensure the five implementation of target, subject fund, policy and organization.

(3) Promote the "Employment Project for Ten Thousand People steadily, orderly and stably. First, relevant municipal departments and districts and counties shall spare no efforts in establishing and improving working structure and specific staff shall be appointed. Second, we shall coordinate our ideas on the implementation of this project and begin our work properly, including drafting working standard, training plan and professional regulation. Third, we shall initiate the project soon. Our recent task is to launch the Public Service Project. Fourth, we have to strengthen our guidance and consultation, help relevant departments to appoint more young staff. Job responsibility shall be clearly defined and relevant policies shall be improved. Fifth, labour and social security departments shall look through all registered people to make sure those with the most difficulties can get employed. Sixth, we have to strengthen promotion, communication and information feedback. We have to pay attention to draw up our experience, find and solve problems on time.
