Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


From Manufacturing Expert to Security Supervisor, "New Profession" Created in Shanghai

On Aug 9th, Mr. Zhang, who used to work in Dalong Machinery Plant, Mr. Chen, an ex-employee in Yaxin Metallurgic Equipment Co. Ltd., and Mrs. Xu, quit her job in Shanghai Cable Plant, and other about 60 old workers, led by Mr. Wang Lizhang, the famous China Labor Model and the deputy director of Shanghai Electrics Production Security Supervision Center, came to officially work as the security supervisors or the special equipment management assistants that would provide professional production security and environment supervision services to the enterprise. Their new jobs, the security supervisor and the special equipment management assistant, were just created in Shanghai this year.
Mr. Zhang, Mr. Chen and Mrs. Xu are "elder masters" with more than 20 years' professional experience in the manufacturing enterprises subordinated to Shanghai Electrics Group. In the past, they were the manufacturing experts in "the 2nd industry"; at present, they get the new jobs --- providing guarantee service to the production security and environment supervision of enterprise, which are parts of the modern service industry just emerging in "the 3rd industry".
The innovative idea of "security supervisor and special equipment management assistant" came from Shanghai Electrics Assets Management Co., Ltd. At the beginning of this year, Shanghai Electrics Group planned to build up Shanghai Electrics Production Security Supervision Center after completing the diversification reconstruction: There're more than 200K small and middle enterprises in Shanghai in which the production accidents happen frequently partially because they're short of professions to maintain the boilers, pressure vessels and hoisting equipment; in the meantime, many elder experts in the related equipment manufacturing plants were laid off. Therefore, organizing these elder experts that are proficient in the technologies and professions to provide production security service to the enterprises will definitely benefit both.
The idea, immediately after coming into being in Shanghai Electrics Group, got the support by the Municipal Bureau of Production Security Supervision and Administration and the other related circles. In a seminar the municipal officers pointed out that this idea should be marketable not only to create more jobs and provide professional services but also to bring the maximal efficiency and minimal cost to the society. Therefore, a new system was born. Jiangtai Insurance Broke Co., Ltd. took active part in the innovation. It designed specially an insurance product for enterprise production security. After it receives the insurance premium from an enterprise, it will allocate one part for further compensation, and another part to Shanghai Electrics Production Security Supervision Center that takes direct charge of the enterprise's production security. By the end of this year, about 260 enterprises will take this service. In next year, more enterprises are expected to buy the service that "prevents the accidents maximally with the minimal investment"; meanwhile, more elder experts will get such jobs.
