Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Shanghai Vocational Education Achieves Sufficient Graduate Employment

Right after the graduates of this year left, the employers came to recruit in advance the students that would graduate next year. The graduate employment seems no problem, but Mr. Wu Peiniu, dean of Shanghai Jianfeng Vocational Technology College is not relaxed. A couple of days ago, the college invited 15 experts from the vocational education sector and the administrations to join the intelligence tank with the entrepreneurs. It would pour RMB1M a year into market investigation. Mr. Wu said, "We build our advantage based on 'matching products to market'!" According to the statistics, the vocational education sector cultivates 60% of all the new labor force with the permanent residence registration in Shanghai.
Shanghai CPC Committee, the Municipal Government and the vocational education administration build the common view that the vocational education plays very important role in building Shanghai a modern international metropolitan and one of the international economy, finance, trade and ship center.
In the recent couple of years, Shanghai vocational education sector has adjusted the values of reform and development promptly, and held to the employment-oriented policy to match the labor market requirements proactively. Therefore it has cultivated many technical professionals with both theoretic fundamentals and practical skills.
Presently, Shanghai vocational education sector has built up the employment system featured with "market-oriented, government-regulated, college-recommended mainly, services provided by social agencies, and bidirectional option between students and employers". In this way, it has achieved the sufficient graduate employment and built the system of yearly secondary occupational school graduates bulletin. Last year witnessed that the graduate employment rate of secondary vocational school and senior profession school reached 96.32%, in which 56.63% of all graduates got job offers, and the rest 39.69% would go to higher schools. And the graduate employment rate of senior vocational school was as high as 90%.
