2800 "Overseas Returns" Come to Shanghai after About One-year Implementation of "Focus on 10000 Overseas Chinese Professionals"

According to the news from Shanghai Municipal Bureau of Personnel, till the end of 1st half of this year, the office of "Focus on 10000 Overseas Chinese Professionals" has dynamically publicized 3301 jobs and successfully contracted 2800 overseas professionals to work or start up business in Shanghai. Total 72174 people-times have visit its website, and 5785 e-mails have been sent to the office.
It's said that these overseas professionals are commonly young with good educations and rich international experiences. Generally back from U.K., U.S.A., Japan and Australia, 95.4% of them have the master degree or above (70.7% for master degree, and 23.8% for PhD), and 71% of them have worked or interned abroad. Most of them are aged from 26 to 40.
"Focus on 10000 Overseas Chinese Professionals" was launched in Shanghai on last Aug 31st. It planed to attract about 10000 overseas professionals to work or start up business in Shanghai in 3 years.
Another news is that "How to use Certificate B of 'Shanghai Residence Certificate'" has been produced and is ready for release. With Certificate B, the foreign-nationality professionals will be treated equally to Shanghai citizens. As some misunderstandings have occurred since Certificate B was firstly issued on June 15th 2002, the release of "How to use" will help all the related social circles to better understand it.
