Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. Smooth Traffic Calls For the Efforts of Everyone. Bus No.40 Invites Local Residents as Counselors

In the meeting room of bus No.40, more than ten residents from Jing'an Temple Community had a dialogue with drivers and conductors on bus No.40. "When there re not so many passengers, you can adjust the temperture of air-conditioner." "When passengers get on, drivers had better advise the not to block the paying machine so that other passengers can get on quickly." Secretary of the party committee of the bus route Zhang Weiguo was busying writing down the suggestions. In the past five years, there has been more than 10 such meetings, during which more than 30 pieces of suggestion have been put forward and 12 of which has been adopted.

These residents are the counselors invited by bus No.40. In 1999, in order to improve the lefl of administration and operation, the warm-hearted residents of Jing'an Temple Community were invited to be the "Specially-invited Supervisor" to follow the operation of the bus in disguise. They collect the opinions of passengers and write them down as suggestions to the bus route. The number of the team has increased from 6 to 20, and 3 of them are high school students.

These counselors usually go out regularly as teams. In the past, the dusbin on the bus was in the middle. Wang Jiqin found out that when the bus was crowded, the dusbin always fell over. So so suggest to hide the dusbin behind the door and to fix it on the ground. Once, Gu Hongmei followed the bus to terminal. She not only stepped onsome rubbish, but also noticed some illegal advertisement on the bus plates. She suggested that the environment t the bus stops also reflect the leval of administration of the bus route and shouldn't be neglected. These suggestions are soon adopted. Now, every morning, the drivers and conductors will clean the terminal station and open the bus window for ventilation before work. Also, they tied some fans on the seats of the bus. Microphone is also equipped on the bus so that drivers can make suggestions to passengers on time. Many passengers said that they felt happy and relaxed to take bus No.40.

At the moment, these counselors give their priority to giving helping hands. they encourage young people to give seats to senior citizens and pregnant women. They correct those who throw away rubbish on the bus and they pass the difficulties of drivers and conductors to the passengers. As a bridge of communication, they have established a nice environment on the bus.
