Comprehensive Campaign Has Been Launched in Shanghai to Deal With Overloading and Loading Against Size Restriction. Vehicles That Break Law for Three Times Will Be Banned on Roads

8:46 a.m. June 20th. A truck with a standard loading capacity of ten tons was stopped for law enforcement staff at the entrance of the outer ring road tunnel. Weighting of the truck indicated that it has loaded 20 tens, 100% more than its standard loading capacity. What waits the truck is punishment. Starting from June 20th, a national campaign to deal with overloading and loaing againt size restrictions has been launched. Shanghai Municipal Reform and Development Commission, Public Security Bureau, Urban Transportation Bureau, Urban Infrastructure Bureau and other four departments have also jointly launched a campaign to deal with overloading and loading against size restriction, two factors that cause a lot of road accidents.

The journalist saw at the Pu Dong entrance of outer ring road tunnel that there is a moveable weighing machine that can take the loading capacity of eaching passing vehicles. When the trucks run through, its total weight will appear on the screen, making it possible for law enforcement staff to judge whether the truck is overloaded or not instantly. From 8:46 a.m. to 10:03 a.m., a total of 35 trucks have been checked, among which 13 trucks were overloaded and the overloading percentage of 8 were over 30%. The staff on the spot said that trucks with 30% more loading should unload at a certain point before they can be on the road again.

Then the journalist arrived at the designated parking lot on Tai He Road west and saw many trucks that have overloaded or loaded against size restriction. According to a leading official of Shanghai Highwa Administration Squadron, these trucks were all checked out to have overloaded on the morning of June 20th. The transportation must send empty trucks to unload part o the goods before these trucks can leave.

In the recent two years, more efforts have been made to check overloading and loading against size restriction and the number of vehicles with overloading or loading against size resriction has declined. Starting from last year, fixed weighting machines have also been installed in road entrances in Shanghai and moveable weighting machines have been installed on important highways. On June 20th, the first grup of fixed weight machines have been formally installed and used on G312 (Cao An Road State Expressway) and other three state expresways that lead to Shanghai.

It is reported on the meeting on dealing with overloading and loading against size rstriction held on June 20th that the compaign this time would combine specific dealing with long-term administration. The six provinces and one municipality will share information on line. Vehicles that have three records of overloading and loading against size restriction will lose their transportation operation license.
