Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Volunteer Blood Donation Room Will Be Launched on June 13

In China, more than 70% of blood donators are volunteer donators. However, in Shanghai in 2003, the percentage was only 33%. Shanghai calls for more people to participate in regular, volunteer and no-compensation blood donation. Shanghai Blood Management Center indicated on June 10 that the first volunteer blood donation room to be launched on June 13 would play a positive role in realizing such a target.

The blood donation room is different from current donation centers and other movable vehicles. This RMB 800,000 worth of blood donation room will be situated near a large supermarket in Min Hang District. Blood donators will not only receive better service there, but will also be provided with more space. It was reported that the applications of another two districts of such a blood donation room were being reviewed.

Ever since the adoption of "Law of the People's Republic of China on Blood Donation" and "Regulation of Shanghai Municipality on Blood Donation", a total of 1.54 million people in Shanghai had donated their blood. "However, such a scale is not in conformity with Shanghai's economic achievements." Zhu Yongming thought that misunderstanding about blood donation was one reason of promoting volunteer blood donation. Also, compensation distributed by some companies was another reason. It seemed that such compensation aimed at encouraging blood donation, actually it was a great obstacle to volunteer blood donation.
