On March 17th, Discipline Inspection Commission of Shanghai and Supervision Commission of Shanghai held a meeting on Shanghai pushing forward the work of supervision on administrative performance. Mr. Luo Shiqian, the deputy Party Secretary and secretary of Discipline Inspection Commission of Shanghai, and Mr. Feng Guoqin, member of Standing Committee of the city Party Committee and deputy mayor presented on the meeting and made speeches.
Since 1996, in the process of choosing subject and establishing projects, Hongkou District has been listing the practical deed projects that the government attach much importance to and the public are much concerned into the priority projects and listing the issues with problems and need to be changed in their current situation into the key projects and conducting whole process tracking. In recent 8 years, over 80 units are encouraged and rewarded, eight of which are awarded with the special prize of administrative efficiency supervision; and 6 units are punished, two units are given warning, with 23 persons are investigated to be responsible for mistakes in administrative law enforcement.
Luo Shiqian pointed out that the work of discipline inspection and supervision of Shanghai should be done by focusing on development------ the top task in running the country and strengthening the country, and make it the basic standard in appraising the work by deciding whether the work is helpful to promote development. Supervision over administrative performance should be done, based on central task of government at all levels, to strive to create a political and social environment which are instrumental for development so as to provide guarantee for economic development of Shanghai. We should stick to the concept that work should be done to make us industrious in running the country and fight against corruption at once, and integrate the work of strengthening supervision on administrative performance and strengthening construction for conduct of government departments and their working staff, the work of regulating the behavior of leaders in their being engaged in politics, rigorously keeping Party discipline and political discipline and strengthening the system of investigating for party responsible for mistakes, so as to guarantee that the government being industrious in running the country is paid attention to and work of fighting against corruption is pushed forward.
Luo Shiqian stressed that the concept that running the country for the interest of the mass should be reflected in pushing forward and strengthening supervision work on administrative performance. Priority should be given to solving the problems reported and complained much by the grass root and the public; in accordance with the requirement to foster a honest, industrious, practical and efficient government and through continuous work to improve the government work, work should be well done to practically maintain basic interest of the mass. We should stick to implementing the principle of running the country according to the law and make promoting the principle of running the country according to the law in the governmental departments and their working staff as the important foundation to continuously upgrade administration level, working quality and work efficiency.
Feng Guoqin pointed out that good job should be done on three key points in supervision work on administrative performance, i.e., to strengthen momentum of supervision work, assist in doing a good job for fields relevant to organizational reform and promote the government in practically transiting functions and upgrading service level; aiming at practical condition, giving special attention to key departments, sections and issues so as to promote the government in practically improving administration work and upgrading administrative efficiency; to integrate with the work on leaders self-discipline and on checking unhealthy tendency to push forward the governmental departments in improving their work conduct and upgrading quality of staff and improving the party conduct, political conduct and trade conduct at the same time.
