Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.

New measures are taken in Yangpu District to strengthen self-construction of the government

Mechanism is set up is Yangpu District to have the public to comment on performance of the government departments and the system is worked out to have the mass media to expose the inside stories so as to take rectification measures; work for comprehensive balance and macro adjustment is done for economic resources in the District and good job should be done concerning appraisal and examination work on urban planning and development strategy, on arrangement of key resources and fund balance for key projects, and capital budgeting for projects is to be practiced and auditing supervision is to be tracked down; various element market counters and intermediate organs are to be introduced, in which, the government will pay for intermediate services and provide enterprises with such services free of charge as industrial and commercial registration, declaration for taxation, management on invoices and keeping accounts; a legal consultation team of the district government is to be organized and an expert bank for urban planning consultation of the district is to be set up so as to upgrade the efficiency of the government in decision making and prevent administrative risks.
