Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Baoshan District: to strengthen construction of administrative performance and establish the new image of a serving government

Recently, the Party committee and government of Baoshan District held a joint meeting on construction of administrative performance, and made overall dispatch on construction work of administrative performance of the District. It is proposed in the meeting that the key to strengthen construction work of administrative performance is to unite concept and raise our understanding level, reduce cost with the method of¡°being much in quantity, fast in speed, good in performance and saving in consumption¡±so as to foster a serving government with high efficiency.
To strengthen the construction work of administrative performance is the need to practice the importance theory of¡°Three Represents¡±, to upgrade development environment and to realize the aim of¡°great changes¡±in Baoshan District. On the meeting, leaders on all levels are required to raise their understanding level, to carry out responsibilities and form a concept of doing management work in accordance with system and regulations, upgrade the overall quality of civil officials and implement rigorously the system of investigation into responsibility performed by specific person. At the meantime, supervision work is to be strengthened; with powerful supervision on performance, we could guarantee achievement made from the construction work of administrative performance in Baoshan District. First, supervision work is to be largely strengthened and the behavior of not performing the order and not stopping violations banned by the authority is to be prohibited; second, channel for complaining about administrative performance is to be cleared, and it must be achieved in the work that the complaint must be accept and results must be got from handling any complaint case, and results must be given back to complainers; third, public opinion must be given a full play in supervision so as to form an atmosphere in which all walks of life are paying attention to the work of administrative performance.
It is required on the meeting to strengthen system construction and to regulate personnel and affaires with regulations; to promote the work of making governmental affaires open by publicizing responsibilities, power of all functional departments and instructions on going through procedures; departments with the function of examination and approval should publicize the laws and regulations on which items for examination and approval procedures are based for the work, examination and approval procedures, time limit of examination and approval work, requirements for handling the items, departments and staff undertaking the work and results from the examination and approval work; counter units should also provide relevant materials for reference of items for examination and approval procedures to make it convenient for the public to inquire and handle affaires. It is also required that efficiency for handling affaires be improved by taking¡°one-line working method¡±promoted by Baoshan District Government as the opportunity and making great efforts in promoting¡°one-door examination and approval¡±and¡°one-counter¡±service so that emergency can be handled promptly and special cases can be handled without violating laws and regulations; high-quality service is to be provided and all kinds of measures for the convenience and interest of the public should be established and perfected so as to create a sound administrative environment all across Baoshan District.
In order to ensure that all work for construction of administrative performance can be carried out practically, three measures are taken in Baoshan District: one is to set up the Complaint Center on Administrative Performance of Baoshan District; another is to implement appraisal on performance and perfect the encouragement mechanism; and the other is to stress on key points to strengthen supervision work.
