Shanghai will Take the Personal Child-bearing Declaration into the Social Credit System

Shanghai Municipal Population and Family Planning Commission disclosed on April 11 that Shanghai would take the personal child-bearing declaration into the social credit system. The person who lies his/her child-bearing condition will be recorded as a dishonest person and be limited for the personal loan application.

It is introduced that to take the personal child-bearing declaration into the social credit system aims to bind the persons without fixed employment.

In Shanghai Population and Family Planning Regulations, to come effect since the 15th day of this month, "Declaration of Existing Children Condition" is added, requiring the couples applying for the permission to bear a second child to submit a written declaration stating the previous child-bearing conditions and take relevant legal liabilities. For the couples eligible to have a second child, they are required to offer a special application material, Declaration of Existing Children Condition, with identity certification, residence certification and marriage certification to relevant authorities. This means citizens can process this only with the credit of Declaration of Existing Children Condition.
