Regulations on realty management charges at marked prices come into force since October 1st, 2004

A notice issued jointly by State Development Planning Commission and Ministry of Construction regulated that realty management charges shall be made at marked prices. Such regulations will come into force since October 1st, 2004.
According to such notice, realty management businesses who provide services to realty owners shall mark prices for service items and the relevant charging scale. The contents of realty management charges at marked prices shall cover names of realty management businesses, charging object, service contents, service standards, charges calculation methods, starting time of charges calculation, charging items, charging scales, price management formats, charging bases, 12538 hotline, etc.
Realty service charges under the government guiding pricing shall mark the bench charging scale, range of fluctuation, and actual charging scale. The realty management businesses who collect charges for water supply, electric power supply, heat supply, communication, and CATV shall mark the prices.

The Shanghai government 2006
