Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. Shanghai put driving training schools in order since the end of this August and seriously investigated issue of driving license to those not passing exams

In case any and all drivers with less than 3 years driving experiences cause casualties in traffic accidents, liabilities at the stages of their trainings, exams, and issue of licenses shall be counter-investigated. Any and all illegal conducts including but not limiting to charging without trainings, issue driving licenses to those unqualified, or illegal trading of driving licenses will be seriously investigated and punished. Since August 2004 up to the end of this year, an overall regulation and management over Shanghai's vehicle driver training market will be carried out to prevent and reduce traffic accidents from the initial stage, Office of the Municipal Land Transportation Management announced on July 30th, 2004.
According to induction by the Office, Shanghai will formally adopt the Driver Training Records executed by trainees, trainers, driving training schools and the land transportation management authority since August 1st, 2004. The Records will be put into the archive of drivers. Trainees can make appointments for driving exam arrangement only upon review of training records by the public security authority. Simultaneously, the unified exam database of the Ministry of Public Security will be initiated. The relevant governing departments will continue implementation of the night randomly selective exams for truck field driving. Since October 2004, the all-around exam of Pile Exam Instrument will be realized, which leads to more difficulties in driving exams.
The competent authorities also will review qualifications and conditions of 126 driving training schools all over the city and issue the Vehicle Driving Training License upon due verification. Since this September 1st, no exam application by driving training schools without such license will be accepted, and briefcase driving training schools and/or driving schools which mark their names under those of other famous driving schools will be banned. The vehicle administration department of the public security authority will declare a training quality ranking chart of driving schools twice per year in the mids of each January and July. The last two driving training schools will be ordered to rectified and improved and stopped for any application for exams. Shanghai's 9,000-plus driving trainers will be issued the unified Permission Certificates for Driving Training by Ministry of Transportation. A driving trainers' quality ranking chart will be set up, too. The continuous last two trainers twice in the same year shall be washed out. In addition, exam posts require examinants' due certificate. Any and all special examinants without examinant certificate or with certain problems will be transfered to other posts.
