Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. Shanghai tries out the system of Official of Enterprise Registration to put the Law on Administrative Licenses into effect

Sources from the relevant office under the Economic Working Committee of Shanghai Municipality of the Communist Party of China (CPC) on June 21st, 2004 reveal that a new system of Official of Enterprise Registration will, upon coordination with and approval by both State Administration for Industry and Commerce and Ministry of Personnel, be tried out in Shanghai. The exam for the first Officials of Enterprise Registration has ended in the last ten-day period of the previous month. And check and evaluation and engagement is about to be carried out. This is a new measure in conformity with the international practices under approval by the competent state departments in order to put the Law of the People's Republic of China on Administrative Licenses in Shanghai.
It is reported among the original 543 items of administrative reviews and approvals and administrative licenses of the municipal CPC system for economic work, there are 194 items are going to be and have been abolished, and 313 items of administrative reviews and approvals are reserved after re-adjustment. 19 reserved items of the administrative licenses among totally 27 items of Shanghai Environmental Protection Bureau have been publicized online.
