Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Shanghai urges practical implementation of normalizing education charging

Shanghai's Vice Mayor Yan Junqi urges practical implementation of normalizing education charging subject to requirements for normative city in education charging by giving full consideration of the actual situations of this City. He made the above remarks at the Working Meeting on Normalizing Education Charging in Shanghai convened on June 21t, 2004.
(1) Highlighting key points: charging method of "one-off payment" at the compulsory education phase shall be seriously enforced. Systems of hearing, auditing, publication and supervision for education charging shall be established and bettered. Universities and colleges charging shall be further normalized. Paces in unified planning of education planning, education resources, education expenses and teacher treatments shall be accelerated by each district/county within the domain whereof. Simultaneously, normalizing education charging, advancing balanced development of compulsory education, lessening students' work burdens, and other efforts in education reforms and development shall be integrated in an organic manner.
(2) Defining responsibilities: Education commissions at district/county level shall assume the particular working responsibilities for normalizing the primary and high schools charging, and the Municipal Education Commission for universities and colleges charging according to the management mode of "dual-level government and dual-level management' with regard to basic education; and
(3) Reinforcing supervision: The Municipal Education Commission and other competent authorities shall reinforce supervision and inspection over education charging at the district/county level. Education administrative departments at all levels shall intensify the strength of supervision over schools charging, and correct any and all problems detected. And at the same time, supervision by the public and society shall be acknowledged in a row to maximize publication of all relevant information.
