Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. Shanghai Has Drafted The Legislation Layout For The Upcoming 5 Years

The Standing Committee of Shanghai Municipal People¡¯s Congress has completed its legislation layout drafting efforts for future 5 years (2003-2007). According to this layout, there are 114 planned legislations totally for Shanghai¡¯s next five years, among which 39 regulations shall be enacted, 68 amended and 7 annulled.

According to sources, among those 114 regulations, 48 shall be completed in the term of office of this Standing Committee, 42 are regulations under investigation and study, and another 24 had been roughly revised last year subject to requirements of the administrative review system reform.

This layout reflects one of the legislation characteristics of this Standing Committee in a relatively comprehensive manner, i.e. focusing on highlights and problems in implementing the strategy of invigorating Shanghai through science, technology and education and perfecting the socialist market economy system. Attention is paid to six aspects including economic development and market normalization, municipal construction and management, scientific, educational and cultural undertakings, social security network, social administration, public health and environmental protection.

Another characteristic of the this layout is that a variety of investigation and study projects are scheduled for the purpose of hearing from public in a broader way and fulfilling the investigation and study as well as justification efforts at the early stage of legislation. Thus large selection room is left for the ongoing rolling arrangement of the legislations in the future. The fact that the enactment, amendment and annulment are adopted in the layout indicates the third characteristic that the existing regulation resources will be integrated in this legislation layout.
