Ever since China opened up to the world in 1980's, the Shanghai Municipal Government, led by the Communist Party of China and the State Council, makes great effort to build the city into an international economic, financial, trade and shipping center. With the cooperation and hardwork of Shanghai people, the city is progressing to its goal as a global metropolitan. The new team of leaders of the Shanghai government took office in February 2003. "The power of the government is entrusted by the people; the interest of people is above all," as Shanghai Mayor Han Zheng promise in his inaugural. Guided by the Shanghai Party Committee, the city's new leadership vows to strictly perform its official duties; to make significant progress in self-improvement, and to intensify the shift of its role from administrative to public service. The Shanghai government will build itself into a service government that would share with the people all their happiness and troubles; a solid responsible government that is efficient, honest and diligent; a law-abiding government that respects legal system and rules strictly and impartially.


Initiate the full-scale "window" services to facilitate people

Since August 2003, Shanghai¡¯s 34 industries have, under the promotion of Shanghai Municipal Committee of the CPC and Shanghai Municipal Government, initiated the campaign of¡°providing new measures to highlight the service windows¡±. All walks of life check out their service blind zones one by one and initiate a series of new measures that facilitate and benefit people for the purpose of prolonging the service time, bettering service approaches and enhancing service quality, which are widely welcomed and praised by grassroots.

Since September 8th, 2003, Zhong Shan Hospital, Rui Jin Hospital and other 6 influential city-level civilized units respond the appeal that requests to prolong the outpatient service time by the office workers and took the lead in prolonging the outpatient service time. They apply the measure of¡°continuing service at the noondays, prolonging service in the evenings and adding half of the day service at the weekends¡±. Thus those hospitals continue medical service at the noondays, prolong the ending hour of the outpatient service from 16:30 to 20:00, and add another half of the day outpatient service time to the original half of the day service schedule at the weekends. Up to the end of September, the measure prolonging the outpatient service time has been generalized to Shanghai¡¯s 69 First Class of Grade Two hospitals and covered all city-level main hospitals, central hospitals in the district/county, special hospitals and community health centers in shanghai, which greatly facilitate Shanghai citizens when seeking medical treatment.

On September 10th, 2003, the working conference on¡°bettering industries¡¯services and advancing industries¡¯spiritual civilization building¡±by Shanghai Municipal Committee of the CPC. In the conference, it is required that all processing windows of the enterprises and institutions related to public interests and government functional departments shall conduct a serious check over the existing service measures and systems, better and improve them step by step, and try their best to make serving people more convenient, warm and accurate. On October 10th, those eight industries closely linked to citizens¡¯life, including airport, tap water supply, railway transportation, postage service, civil affairs, gas supply, city appearance and environment sanitation and real estates management, proactively check out the possible problems in their services and initiate a series of new betterment measures in response to new requirements by the service subjects. For example, Shanghai Air Line set a duty desk in Shanghai Hongqiao Airport and Shanghai Pudong International Airport to facilitate passengers to complete air-traveling formalities promptly when they get to the desk and provide goods transportation service in 24 hours within the range of Shanghai region. The municipal gas company extend the period for residents paying gas fees to 14 days from 10 days. Shanghai Bureau of Civil Affairs, Shanghai Personnel Bureau and other government functional departments positively check out the service blind zones in the service windows closely related to public interests and implement many service measures to ensure no service vacuum is left in serving people. For example, the municipal Elites Service Center apply a working system of¡°no rest at the weekends and working in 365 days¡±. The processing windows of the government functional departments at the district/county level not only prolong the service time but also further enhance the service quality. They initiate and implement the being-on-duty-at-the-noondays system, the system of who-handles-application-first-shall-be-responsible-for-it-all-along, and other measure to enhance the responsibility awareness and service awareness of the processing personnel step by step. At present, the noondays and weekends service windows system have been widely accepted by the public security bureau, administration of industry and commerce, labour bureau, social security bureau, civil affairs bureau, environmental protection bureau, justice bureau, and taxation bureau real estates transaction authority, residing realty management authority, urban infrastructure engineering layout authority and other departments.
