Lin Zhongliang, Yin Mingsheng and other officials from the Office of the Leading Team of the Central Judicial System Reform escorted by officials from the Politics and Law Committee of Shanghai’s Changning District and the Politics and Law Committee of the Municipal Committee of the CPC carried out investigation and study in the Judicial and Ombudsman Work Comprehensive Service Window of Changning’s Huayang Subdistrict with regard to issues on the state judicial system reform. Subject to the topic of this investigation and study, Secretary of the CPC and Working Committee of Huayang Subdistrict introduced that situations on Huayang’s“cohesion force”building, judicial mediation, law promulgation,“four democracies”in the neighborhood communities, etc. Officials from the Subdistrict’s Propaganda Office, Comprehensive Administration Office, Office of Justice, People’s Medication, and Judicial and Ombudsman Work Comprehensive Service Window with some of community legal service volunteers have an informal discussion on issues such establishing civilized community, demolishing squatter houses, safeguarding weal groups’lawful rights and interests, enforcing of the court’s judgment, bettering the judicial proceedings and the system of litigation charging. The comments and suggestions of the officials and the public at the grassroots were reflected through that meeting. At the time when the whole society is undertaking structural transfer, economic system is switching the development track from the planned economy to the market economy, and people are shifting their unit’s identity to social identity, the functions of communities are more and more prominent, officials from the Office of the Leading Team of the Central Judicial System Reform pointed out. Huayang Subdistrict’s experience in grassroots CPC contraction, comprehensive ruling and administration, judicial and ombudsman work work, and democratic building of neighborhood communities are of great value and worthy of use for reference.
