One city zone and nine towns


Shanghai will endeavor to develop into a superior city as international economic center.¡°Something have to be done for the future development of shanghai to change the layout of extending center zone and scattered suburbs and form a new town system of center zone¨Cnew city¨Ccenter town¨Cordinary town featured in gradient radiation, clear hierarchy and complementary functions. During the period of the fifteenth session, Shanghai will take the lead in constructing¡°nine towns and one city¡±(that is Songjiang new city, Anting, Luodian, Zhu Jiajiao, Fengjing, Pujiang, Gaoqiao, Zhoupu and Fengcheng, Baozheng), reinforcing the¡°retro-magnetic force¡±of the suburb towns to the center city zone. By the year of 2005, suburb townified level has been increased from 45%to 69%. The whole pilot project will follow the guideline of concentrative breakthrough and steady progress and take advantage of international successful practices so as to achieve high-end planning, top-quality construction, highly efficient management in constructing the new featured towns.

The development of new city and central town will be highlighted in Shanghai suburbs of 21st century based on the master plan of shanghai city and land usage and key economic project and backbone traffic construction to facilitate the steady convergence of industries and population in suburb area, building modern town system in shanghai and forming industrialized, townified and modern town group and metropolis economic circle. By the year 2020, it is expected to have completed the basic construction of modern town system with 11 new city zones and 22 central towns, forming burgeoning town group in comprehensive development along the river, the sea and the highway of Hu-ning and Hu-hang, achieving the townified level up to 75%.

"One city zone and nine towns" will be developed into towns in a position to represent features of international metropolis suburb of 21st century in appropriate planning, proper scale and excellent bio-environment. By the year of 2005, the completed new city zones in Songjiang will have reached 36 square kilometer, with a population over 250 thousands, where the population in the central towns will be at least more than 30 thousands, generally 50 to 80 thousands, that of individual town could be more than 100 thousands.

As to the function of the towns, carry out the transformation from the single function based on the housing development to comprehensive functions of fostering industry, prospering economy, increasing employment and forming regional economic growth.
