Road transportation


The period of 1998-2002 is a five-year period in which Shanghai has accelerated its city road construction and fundamentally reverted the situation of "Inconvenient transportation".
Firstly, Yan'an Road Viaduct, Humin Road Viaduct and Yixian Road Viaduct have been completed successively, marking the completion of the "cross + square" viaduct framework of Shanghai, effectively assuaging the ground road traffic pressure of the city. According to estimates, the viaduct roads (accounting for 5% of the total road area of the central area of Shanghai) assume 20% of the total traffic flow. The average speed in urban area has been increased to 20-25 km./hour. At the same time, the ground thoroughfare framework "3 longitudinal roads and 3 latitudinal roads" of 55 km. has been constructed in the central area, making the city road framework more rational and reflecting the efficiency of the road framework. The completed Xupu Bridge further enhances the ferry capacity, forming a latitudinal axle of Shanghai. The completion of the projects, e.g., southwest section and northwest section of the Outer Ring Road, the renovation of Wuning Road, Xinzhuang Flyover, Century Avenue, Far East Avenue, Huqingping Flyover, Longwu Road Broadening, creates favorable condition for the city development.
Secondly, the metro framework has been roughly shaped. The first phase of Subway No.2 (16.3 km.) and the Pearl Line (24.98 km. in total) has been completed. With the commencement of service of Subway No.2 and Pearl Line, the total metro transportation mileage of Shanghai reaches 65 km., forming the metro transportation framework (in the shape of "cross + ring") together with Subway No.1, outlining the rough shape of the metro transportation framework of Shanghai. After entering the new century, according to the overall city planning of Shanghai, Shanghai is now implementing a new round of road transportation projects, including 4 expressways with the total length of over 160 km., 4 metro lines with the total length of over 100 km. and 4 bridges across Huangpu River.

Thirdly, while accelerating the road construction, Shanghai also gives high priority to the exterior transportation, aiming at strengthening the convergence and radiance function of the city. Achievements have also been made in the airport construction, the renovation of Hongqiao International Airport and the construction of Pudong International Airport (Phase I) have been completed successively, making Shanghai the first city in China to have two international airports, forming the annual passenger handling capacity of 32 million times. According to the target of building Shanghai international navigation center and considering the fast development of international container business, the port construction and renovation mainly focused on container port has been accelerated.
The container port construction of Waigaoqiao (Phase I), Waigaoqiao (Phase II) and Waigaoqiao (Phase III) has been completed, and Phase IV is under construction. Achievements have also been made in railway construction. The Huhang Railway (double line) has been completed as well as the Second Railway Station of Shanghai. The daily average train passing capability has been increased to 180 pairs; Meanwhile, to meet the requirements of railway speed elevation and maintenance of new vehicles, the passenger train technical service station has been renovated. Highways of 2,117.01 km. have been constructed or renovated, among which, the length of high-grade highways has been increased over twofold. The completion of Huning, Huhang, Jialiu expressways makes it easier and faster to travel from Shanghai to other provinces. The renovation on main water courses in Pudong and rectification of Yunzaobang waterway have been completed, and the rectification of Sushenwaigang River and Pingshen River have been roughly completed, increasing the capability of matching with river courses of other provinces. Meanwhile the construction of high-grade waterway network has been started.
