In 2001, the Shanghai geography information system space information
fundamental data platform (referred to as "fundamental data platform") was
developed by Shanghai city development information research center in
cooperation with Shanghai Surveying & Mapping Institute, which integrated
the remote sensing image with the digital map. Fundamental data platform covered
an area of 6437 square kilometers governed by the Shanghai administrative
division and included the following: 1:2000 Shanghai topography framework
elements database (including roads, railways, rivers and central lines of roads)
1:50000 digital remote sensing information database; Shanghai
administrative division gallery (including city, district/county, street,
village/town); Basic geography statistics unit information of digital city
(including street, road section, crossroad intersection); Statistics of
Distribution information of population. By the end of 2001, four out of the
above five primary items had been completed, where, 1:2000 Shanghai topography
framework elements database and Shanghai administrative division gallery use
database to store space data, which can be employed for easy transformation of
data format so as to meet the specific need of different users; the resolution
of 1:50000 digital remote sensing information database can reach 600dpi, locate,
rectify, put together and inlay the remote sensing image with reference to the
ll:2000 digital topographical map, and split the image under the framing
principle of 1:10000 digital map so as to facilitate the operation of index and
query. The statistics information of population distribution first time fulfills
the landing of the census information in a way of statistics data, creating the
relationship with space elements. The fundamental data platform can be used
to collect, apply, interchange and share information related to geography space
in various industries, and can also provide the combination of standard
reference data with operational environment, therefore, is the public platform
for data sharing and interchanging among industries, entities and departments of
the city. In 2001, Shanghai city construction information system office took
the lead to associate multiple entities such as Shanghai planning bureau,
Shanghai housing & land administration bureau, Shanghai water supply bureau,
Shanghai municipal office, Shanghai traffic bureau, Shanghai environment
protection bureau, Shanghai appearance environment & health bureau and
Shanghai greening bureau to work together in developing Shanghai city
construction information system standard code system draft, laying solid
foundation for various application, data sharing and interchanging on the
fundamental data platform.
