　　3. Clean energy resources. Basically finish the project of natural gas trunk network and insurance system for multi-sources of energy. Get the capacity for receiving natural gas of 7 billion cubic meters annually from Western China and getting that of 2 million cubic meters/day from the East China Sea. Number of consumers of natural gas will reach 2 million families and tail gas of taxes and of cars with newly issued license tags attains the Euro-II standard.
　4. Afforestation construction. To build into a garden-like city on national level. Get done the overall planning for ecological greenbelt system of Shanghai, in which, per capita public green space at downtown area is over 9 square meters, with an afforestation coverage percentage of move than 37% and forest coverage rate of 22% .
　　5. Solid waste disposal.  Improve reductionization, resourcization and harmlessization of collection and disposal of domestic waste in an all-rounded way. All-roundly carry out categorized collection of domestic waste at downtown area and basically practice complete veneer collection of domestic waste at suburbs, of which, percentage for categorized collection of waste reaches 80% at downtown area and at major towns.
　6. City appearance and environment. The work of this field focuses on appearance of the city, lighting and management on outdoor advertisements at downtown area. Overall standard of the city appearance reaches first class of China. An ecological landscape corridor of "Two Horizontal Lines (Suzhou Creek and Yan'an Road) and "One Vertical Row (Huangpu River) is established. Carry out the work on environment improvement at jointing points of urban and rural areas.
　　7. Law enforcement on urban construction. In compliance with the "Opinion" of the State Council, finish the critical adjustment for current management system of comprehensive law enforcement on urban construction, and match connection between professional management and comprehensive law enforcement, so as to form the mechanism of a sound interface, sharing resources between law enforcement and management, and finally make a standardized work in law enforcement and markedly improve the efficiency of law enforcement work.
　　8. Market management. Basically establish the four big market systems of building materials, real estate, traffic and transportation, and city maintenance which should be "open, just and fair". Government should, to a large extend, withdraw from the direct management, system of honesty and faith basically gets established, and service standard have markedly improved.
　　9. Disaster relief for the city. Further perfect infrastructure for disaster relief of the city, accomplish a number of practical projects concerning disaster prevention which are closely related to life of citizens and to the operation of the city; in addition, perfect and strengthen the operation mechanism for emergency measures.
　 10. Progresses in science and technology. Increase scientific and technological content in urban construction and management, and take advantage of the opportunities of the new round construction in urban infrastructure and important projects so as to get important scientific and technological achievements on national level and obtain the accomplishment with independent intellectual property right.
