management; the management team with the idea of scientific management and
innovation as well as the practical capability; the operation team with good
professional moral and strong practice capability, and the well-structured
practitioner group that accommodates the industry construction requirements and
has high social responsibility and professional principal, solid scientific and
cultural basis and continuous learning capability. 2. Form the schooling
system both accommodating the socialism market economy and complying with the
educational rules, which shall be jointly participated by the government, the
schools, the enterprises and the society, and shall be supported by both the
enterprises and the society. The system shall put equal focus on the scale and
the structure, improve both the quality and the benefit, and meet the talent
requirements of city construction and management development. 3. Perfect the
educational architecture based on standardized management and featured with
industry construction characteristics, which shall be begin with the industry
practice quality, stand on the basis of professional technology education, put
emphasis on the professional quality training and the continuous education, aim
at improving the long-term employment capability and the continuous innovation
power of practitioners, and be oriented with the management knowledge and the
management talent training. (II) Main Tasks: 1. In order to meet the need
of talent in the city construction of Shanghai and the development of management
function, we should develop a group of professional experts or managers who can
trace the development of international science-technology operation and
management, and have the innovation soul as well as innovation capability, and
provide them continuous education. The registration system of continuous
education shall be promoted in the whole industry, making efforts to provide the
continuous education to all the to-be-trained persons in the 10th "5-year Plan".
The trainees shall take certain hours of the full-time continuous education and
training, and take it as the necessary condition for the individual practice
quality or the enterprise annual quality examination. 2. According to the
requirements of the city development in Shanghai and the development of
construction industry, we should put the emphasis on the training that targets
at fostering the city management talent to 6 kinds of key talents in 3 catalogs
i.e. the city management talent (including the city environment management
talent, the city transportation management talent), the enterprise operation
talent (including the enterprise operators and the marketing talent of
construction materials or real-estate), and the city construction talent
(including the certificated architect and the certificated construction cost
engineer)). In the 10th "5-year Plan", up to 5,000 key talents shall be trained.
At the same time, the training of latest knowledge to the professional
technicians shall be included in the training to the key talents so as to meet
the needs of the development of construction industry. 3. Make sufficient use
of the industry associations and the academies, and organize the specialists to
work out the industry standards and rules complied with the 21st century and
featured with Shanghai's unique characteristics. Define the requirements to the
practitioner of each post, and carry out the practice quality training that
focuses on the improvement of practical and innovative capability. Strengthen
the personal professional quality certificate system, completely carry out the
equal-focusing and equal-applying system of educational background certificate
and professional quality certificate in the construction industry, and build the
good talent circumstance featured with quality-oriented and
capability-based. 4. In order to meet the leveled talent requirement in the
21st century, the layout regulation of middle professional technology schools
shall be intensified in the 10th "5-year Plan". In the principle of
"society-oriented, market-adaptable, quality-focused and feature-based", the
reform of professional technology education shall be strengthened to bring it to
the way of market-based schooling and centralized development. Build the system
to renew the teaching content, and improve the integration and practice of
curses. Together with the popular improvement of knowledge introduction to the
middle professional technology school students, the capability to accommodate
the professional changes shall be intensified to both provide the students with
basis of higher education and guarantee the qualification of professional
talents for the production line. The construction of Employee College shall
be gradually adjusted to build the college of senior professional technology
education that is focused on the post-employment education with the assistance
of pre-employment education, and put equal importance to the background
education and post training. The major setup shall be based on the city
management, and shall cover the city construction as well. In the 10th "5-year
Plan", the quantity of students in education shall reach around 2,000. According
to the development requirement, the divisions of college or departments and the
auxiliary middle professional technology school should be set up. Meanwhile, we
should make full use of the education force of the universities in Shanghai to
foster the specialized talents who are required by the sectors of production,
construction, management and service as well as the enterprises of the
construction industry, and are equipped with necessary theoretic knowledge and
strong practice capability. The training scale shall be as much as 3,000. Deepen
the reform of education and teaching, and build the professional technology
education system of construction industry that covers both the middle and the
high level education. Enterprise-based education is part of the whole
construction education. We shall encourage proactively the enterprise to develop
the enterprise-based education according to the standard of modern enterprise
system so as to improve the employee quality and the enterprise competitive
capability, and build the enterprise as the "learning enterprise". 5. Carry
out the course reform and teaching materials construction according to the
municipal construction and management development in Shanghai. By 2002,
cooperate with Shanghai Education Committee to work out the middle professional
teaching material of "civil engineering" that is featured with Shanghai local
characteristics; organize the experts of construction industry to conclude and
study the experiences and lessons of the main projects in Shanghai, and compile
the dynamic continuous education materials for technicians and managers that are
based on the analysis of project cases and meet the needs of industry
development. 6. Further develop the professional skill post training in a
complete and thorough way to improve the operator's technical level and
streamline the team structure of construction employees. By the end of the 10th
"5-year Plan", perfect the professional skill evaluation network, and make all
efforts guarantee all the special-type workers and the main-type technicians are
issued the operation certificate and the technical grade certificate from
National Labor Ministry. Among the technical team of construction industry, the
ratio of senior technician shall be 1%; technician shall be 7%; middle worker
shall be 60%; primary workers shall be 25%; and the basic workers shall be as
much as the real need. Establish the technician team feature with positive soul,
proficient skill and proper type of work to ensure the project quality and the
safety production. 7. Build the open-styled, remote modern education and
training network. Make full use of the modern technologies such as the
multimedia and the computer networks in the talent training, and accelerate the
distribution of new knowledge, new theory and new method in order to facilitate
the development of all kinds of talents. Develop the common education software
and the examination software for the key talent training and the post training,
build the examination database, and implement scientific education and
management. Build the training information networks for the schools and training
entities of all levels to share the education and training resources. 8.
Develop the international cooperation, widen all kinds of international
communication channels, absorb and refer to the successful experiences of
employee education in the developed countries, and firmly expand the
international cooperation on education. Aside from the Sino-Australia
"International Construction and Management Training Center", 2 or 3 overseas
training bases shall be established. Organize 20 teams of different
specializations to study abroad according to the requirements of fostering
talent. Encourage the schools with proper conditions to establish collaboration
with the related foreign schools in order to broaden the international
communication channels of different kinds of educations.
