construction technology of Shanghai is as following: by 2005, the technical
levels of main sectors shall reach the levels in the developed countries in
1990s, the promotion rate of scientific fruits shall reach 60%, the contribution
rate of scientific development shall reach 60%, the IT application popularity
shall reach 60%, and the high-tech related production shall be as much as 30% of
overall output. Establish primarily the technical innovation architecture that
is market-oriented, enterprise-carried, talent-based, system-guaranteed, and
adaptable to the needs of city civilization; establish primarily the market
architecture of R&D and fruit conversion that streamlines the allocation of
scientific resources; establish primarily the agency service architecture of
standardized operation, orderly competition and market-based running. 1. Road
Transportation Launch the study of the style of track transportation station,
the station arrangement and the transferring, in order to provide reasonable
connection between various transportations. Launch the study of localization
of track transportation equipment, in order to improve the localization rate to
70% or above. Launch the study of the internetworking of monitoring and
dispatching to the overhead roads and the ground roads, in order to improve the
vehicle transportation efficiency. Launch the pre-research of intelligent
transportation system, and bring forward the development trend and basic frame
of intelligent transportation, as well as the construction and management
regulation and the technical standard of the development target. Develop and
promote the Real-time Transmission System of Public Transportation Operation

feasibility research of transportation channels at Yangtze River estuary, study

transportation channels at Yangtze River estuary. Study and develop the new
process, new technology, new materials and new equipment for road designing and
construction, in order to provide technical support to reach the "153060" target
of speedway networks. Launch the study of the coordination of village road
construction with cultural scene and town urbanization, in order to provide
reasonable connection between the village roads to the trunk road
networks. 2. Municipal Public Facilities Launch the study of general
solution of silt processing and comprehensive utilization in urban sewage
plant. Promote the advanced production process of tap water, accelerate the
remolding of old factories, and improve the water quality. Improve the silt
processing process in sewage plant in order to realize the production automation
in pump station and water plant. Establish the computer internetworking of
water-supplying industry in Shanghai, and build the computer aided
decision-making system for water pumping and water supplying. Build and
improve the information network system of gas industry, in order to improve the
forecast accuracy and ensure rational dispatch. Launch the scale expansion
study of natural gas application. Target at provide over 70% of the altogether

develop the anti-leakage technology to solve the so-called "6 leakage and 1
seep" of residence. Realize the series development, integrated production, and
commodity-mode supply of residence industry, and accelerate the update of
residence industry in order to improve the related industries with
it. Accelerate the study of residential community intelligence, and build the
development mode and the standard of residential community in Shanghai that are
based on the national situation and able to meet the needs of various
consumption levels. Improve the technical applications to village residence
construction, and increase the promotion rate of new-type wall materials to
60%. Study the standardized operation system of real-estate market, in order
to provide most of people with the living environment and conditions adaptable
to their requirements. Study the building power-saving technology and develop
the high-performance heat preservation materials and the power-saving equipment
in order to drop the power consumption of building by 30%. Develop the
utilization of solar energy, study the outdoor light powering technology that
applies the solar battery as the roof surface, and accomplish the trial project
of "roof plan". 5. Underground Space Development Put emphasis on the
strategic and theoretic study of proper utilization of underground space,
coordinate the utilization of underground space with the development of ground
space, and make full use of the powerful disaster capability of underground
space to reach the balance and unification of natural environment and cultural
environment. Launch the study of indoor environment of underground space, and
work out the corresponding design standard. Meanwhile, launch the development of
a whole series of technical equipment set. Study and develop the technical
equipment set of automatic detection, alarm and fire distinguishing for the
underground fire. Launch the technical study of underground pipelines
reconstruction and consolidation, in order to improve the shockproof capability
of the pipelines. 6. Construction Materials Study and develop the new-type

power consumption and long duration. Develop and promote the chemical
construction materials that are mainly based on the engineering plastics and the
new-type wall materials that are mainly based on the compact concrete
brick. Study and develop the wall paints of water-based or non-aromatics
solvent types, and increase the application rate of residence wall paints to
80%. Study the reasonable utilization of solid waste in city to develop the
eco-protective cement products and goods. Develop the new-type wall materials
to improve the heat-reservation and waterproof performances, reduce the wall
weight, improve the decoration effect, increase the construction efficiency, and
cut off the construction cost. 7. Application of Latest High
technologies Develop and promote the application software of Computer Aided
Construction (CAC) and Management Information System (MIS), in order to equip
all the construction enterprises with CAC and MIS. Widely apply the latest
computer and information technologies to facilitate the municipal construction
and management as well as the comprehensive anti-disaster. Remold the legacy
industries in the high-tech way. Promote the application of the new-type metal
materials, the new-type organic materials inorganic materials, and the composite
materials in order to develop the industrialization of such materials. 8.
Intensify the Application Fundamental Study, and Perfect the Standard
Construction Launch the study of related theories and application bases in
