(I) Countermeasures
1. Promote the reform of building enterprises, and optimize the organization structure of building industry.
With the administrative, legal or economic measures, promote the assets arrangement of the building enterprises, and promote the structure regulation of ownership. The large-scaled state-owned building enterprises shall change from the mode of quantity expansion to quality promotion. Properly increase the ratio of non state-owned capital in the whole industry. By means of acquisition, lease, contract, pledge, auction, sale, trusteeship and etc., activate the middle or small-scaled state-owned building enterprises. Encourage and introduce the non public-owned economy to enter the building industry. Launch the reform trials of the personal designing office, the private-run specialized subcontracting enterprise, and the labor force enterprise.
Establish standardized and rational management system of project contracting and subcontracting, develop a host of important integrated building enterprises of big size. Turn them to be the large-scaled enterprise groups that are featured with the integration of capital-intensive, management-intensive, technology-intensive, designing, construction and decoration, the integration of building investment, contracting and subcontracting, as well as the integration of domestic and international markets. Promote the development of all kinds of technology-intensive specialized company, small-scaled labor force enterprise and agency service enterprise. Keep a harmonious ratio of large-scaled, middle-scaled, small-scaled building enterprises and professional consulting service institutions.
2. Standardize the actions of principle part of the construction market
Intensify the supervision to all the procedures of project application, contractor quality examination, bidding procedure, and construction certificate, and promote the standardization of contracting action. Improve the quality of bidding, and prevent the bidding from cheating. Rigidly inspect the actions such as multiple subcontracting, illegal affiliation, illegal subcontracting, assigned subcontracting and illegal segmenting project, and punish the related units and people in charge legally.
3. Strengthen the construction of industry associations
Reform the management system of construction industry, and change gradually the mode of "specific management by government, multiple management by industry, and segmented management". Strengthen and perfect the industry associations, and improve the popularity and authority of the industry associations. 4. Promote the development of construction technologies
Insist on "develop the industry via science and technology", and promote the development of construction technologies. Invest more on the development of construction technologies, and establish the fund of industry technical progress. Support the enterprises, particularly the big state-owned enterprises or groups to establish the R&D centers. Encourage the enterprises to launch the technical researches along with the practical construction to improve the project quality, lower the project cost, and accelerate the construction schedule. With all kinds of trainings or seminars, promote the outcome new technologies and new processes such as the deep base, the concrete in-arc support, the reverse operation, and the top pipe. Intensify the employee trainings of enterprise, with the focus on the trainings to the high-level management, the technical experts, the operators of key role, and the foreign language talent. Support the enterprise or complex to build the training center.
5. Intensify the reform of fundamental works such as standard and ration
Deepen the reform of construction standard system, fully improve the technical level of the construction standard in Shanghai, convert the effective new experience, new technology and new fruit to standard timely from the anger of the combination of technology and economy, and make the construction standard one of the main measures to standardize the technical actions as well as one of the key paths to convert the promotion and application of advanced technology to the productive force of construction industry.
Promote the system reform of project cost management. Based on proper determination of the project cost constitution, further harmonize the relationship between quantity and price, and standardize the cost generation rule. By promulgating the price information and the project cost index, carry out dynamic management to the project cost, and establish gradually the price generation system that is under the government's macro control and oriented by market pricing.
6. Promote the construction industry in Shanghai to develop the international market
Promote the construction enterprises in Shanghai to change the business idea, and encourage them to enter the competitions in international construction market. All the enterprises with the experiences of aiding foreign countries shall set the business department in charge of international market, and the ones with the international market business department established shall convert the mode from only the department in-charge to the enterprise in-charge, so as to improve the position of international market in the overall enterprise strategy. The industry association shall intensify the coordination and relationship between the construction enterprises in Shanghai, between the construction enterprise and the materials or equipment enterprise, and between the local enterprise and the foreign enterprise, in order to minimize the pricing war. The industry management authorities, banks, customs and the other government authorities shall release proper policies to support the enterprises' international contracting actions, and give powerful backup to the enterprises.
