Real-estate Industry


(I) General Guideline
Given that China will enter the WTO, the economy keeps increasing stably in Shanghai and the whole nation, and Shanghai aims at building itself as one of the best-class international metropolises, the real-estate industry of Shanghai shall further accommodate the latest trend of economy globalization, improve its architecture, perfect its system, expand its opening up, and accelerate the foundation of its real-estate operation system that is align with the international rules and is fully established; it shall establish the socially-guaranteed house supplying system that includes the commercial and social house construction and supplying system adaptable to the economy development and peoples' consumption level as well as is based on the "Low-rent apartment" in the market-oriented way; and the real -estate industry of Shanghai shall facilitate the upgrade of industry structure as well as the maturity and booming of market via technical innovation, so as to contribute more to improve the living conditions of mass population and support better the opening up and talent introduction of Shanghai, making itself one of the "pillar" industries to Shanghai's economic development.
(II) Main Indexes
1. The value added of real-estate industry shall occupy 7% or above of GDP of Shanghai at the end of the 10th "5-year Plan".
2. The urban residential use area per capita shall be 18 to 20 square meters in Shanghai.
(III) Tasks
1. Keep rational investment scale of real-estate industry
Pour over 280 billion RMB into the real-estate industry in 5 years; accomplish the house construction at the volume of 15 million square meters per year; sell out the newly built commercial house at the volume of more than 12 million square meters per year.
2. Deepen the reform of housing system further
Fully establish the currency-based housing distribution system, improve the sellable public house rate to 90% and the private-owned house rate to 70%.
3. Promote the circulation of real-estate properties, and publicize the real-estate exchange
Keep annual growth of the existent real-estate exchange at 15%, and bring the annual exchange to 15 million square meters at the end of the 10th "5-year Plan"; promote and perfect the lease-rent market of real-estate to mature the real-estate market in Shanghai. Develop the real-estate agency service and foster the agency institutions and individuals with good credit, growing business and healthy operation, aiming at increase the agency sales to 50% of the total exchange volume; accomplish the real-estate information service; improve the housing-loan policy for the middle or low income residents.
4. Accelerate the market orientation of property management
Encourage the competition and standardize the actions to form the property management system adaptable to the market economy, and build the system, style, content and standard of property management according to the goal of building Shanghai one of the best-class international metropolises.
5. Strengthen the statistics and analysis of real-estate industry
Build the complete statistics channels and adjust the statistics caliber to make the real-estate statistics the better mirror of the relationship between the real-estate development and the economic development in the international way.
6. Develop the remolding of old zones and old buildings in the principle of dismantling, reconstruction, maintenance and reparation
Complete the annual dismantling of old zones in the volume of 2 million square meters and the annual reconstruction of old buildings in the volume of 500,000 square meters. Protect and repair the grouped old houses with historic and cultural features as well as the blocks with historic image to both improve the residential conditions and demonstrate the city's charming.
(IV) Main Policies and Measures
1. Standardize the market order, perfect the market regulations, improve the market supervision, build the fair, open and impartial market circumstance, and foster the matured real-estate market
1) Keep the domestic / export sales of real-estate in the same "track", establish the complete real-estate exchange market integrated with the level 1, level 2 and level 3 sub-markets, and build the open, fair and impartial market order;
2) Focused on improving the pre-sell standard and standardizing the pre-sell and selling actions of commercial house, in order to improve the real-estate market supervision and build good market circumstance;
3) Accelerate the legal system construction of real-estate market carry out "Land Management Law" and "Urban Real-estate Management Law", prepare and revise the 30 laws and regulations including "Shanghai Municipal Management Provisions of Real-estate Exchange" and "Shanghai Municipal Management Provisions of City Dismantling", and build the comprehensive real-estate legal system with Shanghai's unique feature step by step;
4) Further perfect the real-estate registration and right record management, establish the property right guarantee system framed with the right record and the mapping, strengthen the superiority of registration of real-estate right record; build the open information system of land record to prevent the investors' actions such as repetitive pre-sell and multiple mortgage from happening;
5) Improve the team-building for administrative execution, intensify the supervision to all kinds of real-estate enterprises concentrated around land management, real-estate development, exchange and property management, and promote the market "entry" and "denial" system to improve the overall industry level;
6) Deepen the architecture reform and system conversion, build the real-estate industry structure based on the powerful investors, support the "famous brand" big enterprises, and establish the real-estate industry on the basis of credit to keep stable growth and accelerate the industry upgrade;
7) Improve the lease-rent management, standardize the lease-rent actions, and promote the combined style of selling and leasing in order to further activate the housing market;
8) Build effective financial market for real-estate industry to guarantee the capital sufficiency and circulation of credit market.
2. Deepen the system reform of land usage, and intensify the market-oriented allocation of land
1) Improve the control and management of overall land supply, and keep the usage under strict charge. Based on the policy of "Strictly control the volume added, activate the existent volume, guarantee the key projects, and focus on balance"; supply the lands for the housing development in the areas between inner and outer circles and the related construction of roads, municipal provisions and fitting facilities in plan according to the requirement of housing construction layout and the key projects; in order to accelerate the urbanization of Shanghai, support the suburbs development with the focus on the land supplying to the "1 city and 9 towns" project;
2) Strengthen the investment and efforts to land development, implement the development, arrangement, re-cultivation of land and the enclosed cultivation of beach, intensify the system of land purchasing and reservation, improve and standardize the land supplying mode, and promote the supply of "matured land" gradually;
3) Completely implement the pay-and-use system of land, promote the land leasing-rent system actively, keep the domestic / export sales of commercial house in the same "track" together with improving the real-estate exchange market and building the land market, and fully promote the bidding mode to supply land to the business projects;
4) Strengthen the all-process management of construction project land, make reasonable use of land resource to prevent the land from being left unused or being laid idle; activate and utilize the unused land, and reserve the unused land that is out of development then in the way of construction the vegetative coverage.
3. Go on with the housing system reform, and encourage the house consumption
1) Promote the system reform of house allocation actively, implement the currency-based house allocation gradually; carefully study the interaction of the currency-based house allocation and the salary structure regulation to build more harmonious, rational and stable relationship between the housing and the salary system;
2) Go on with the selling of public house, align the selling cost of public house with the selling price of middle or low-standard existent house, and build solid basis for the establishment of unified exchange market of existent real-estate;
3) Go on with the rent reform of public house, increase the rent of public house to the actual cost level in order to establish the rational leasing-selling price system;
4) Build and improve the social housing guarantee system, and establish the socially- guaranteed house supplying system based on the "Low-rent apartment"; work out the policy to provide house to the low-income and poor-living families by improving the house consumption chain of "escalated consumption and gradual improvement" on the basis of the lowest economic income level and the lowest residential level of families;
5) Make sufficient use of the housing financial policy such as the housing subsidy and the housing accumulation fund; establish the standardized mortgage loan or insurance, and develop the business housing finance.
4. Develop the real-estate agency service
1) Promote the real-estate agency step by step, intensify the foster and management of real-estate agency service, build and perfect the market agency service system, and improve the comprehensive quality of agency practitioners;
2) Foster the agency institutions and individuals with good credit, growing business and healthy operation;
3) Prepare and issue the agency management procedures, confine the mixed business of agency, implement the agency quality management, foster the agency institutions and individuals with good credit, growing business and healthy operation, and standardize all kinds of agency services;
5. Strengthen and improve the residential property management
1) Smooth the management system: coordinate the co-relationships among the self-governing management of owner committee, the professional management of property company, the community management of residential committee and the industry management of government authority, work out their management rules respectively, and improve the coordination of their different tasks;
2) Convert the operation system: organize the professional team according to the market requirement, clarify the division of management team and operation team, as well as the division of property management and operation management, build and perfect the market competition system in order to make the property management market-oriented and society-based, and carry out the open bidding invitation system of property management projects gradually; promote the classified house management, define the maintenance and management standard, the service content and the service request according to the type and condition, and take that as the basis to fix the charge standard;
3) Study and work out the action regulations for the initial introduction of property management, and put the related measures, joining procedures and the relevant regulations into effect in order to guarantee the legal interests of property owners and residents.
6. Promote the reconstruction of old zones and old buildings to improve the residential quality in the principle of classified reconstruction
1) Build the new system of rolling reconstruction of old zones and old buildings by means of "government-supported, market-oriented, and enterprise-run";
2) Guided by the city plan, implement the protective and controlled reconstruction of buildings and blocks with historic and cultural values in the planed and key-focused way to protect the building features as well as improve the city's human culture value;
3) Add the facilities and equipment to the old buildings with good structure that can be reconstructed as a whole set, improve its usage functions, and go on with the house reconstruction as a whole set;
4) As to the old zones and old buildings that have been badly damaged, are of aging structure or are surrounded with poor circumstance, dismantle and remold them in plan term by term and part by part.
7. Invest more in technology and education, improve the industry technical level and team quality
1) Guided by the thought of "Science and technology constitute a primary productivity force", deepen the reform of science-technology architecture and system of real-estate industry, support several backbone enterprises of real-estate to become the principal part of science-technology development and application, and facilitate the industry development;
2) Accelerate the study of real-estate theory and application technology, actively develop the domestic / international communications of science and technology, aim at the joining orientation of Shanghai's real-estate to international peers, focus on the hot or hard issues in the industry development, and organize the experts and practitioners in or out the industry to carry out the pre-researches;
3) Focus on the fostering and introduction of key talents of real-estate industry, improve the post training for all kinds and all levels of talents and practitioners, and cooperate with the colleges or the related research institutions to foster the complex talents who are both familiar with the industry and well prepared with the latest technologies;
4) Strengthen the real-estate information management, as well as modify and perfect the general implementation plan of real-estate information management system.
