Environment Protection


(I) Water Environment Renovation
By 2005, all the renovated riverways in Shanghai shall be basically eliminated with dark contamination and bad smell. The water quality shall be further improved and the water eco-system shall be gradually recovered. The land areas of the renovated riverways shall be basically eliminated with the illegal buildings and facilities, and shall be free of dirt, disorder and poor image. The renovated riverways in downtown shall be built with the vegetative sightseeing belts; the renovated riverways in suburb shall be built with the vegetative belt to prevent water or earth from flowing away.
Strengthen the protection of drinking water sources. The sewage plant construction within the protection area of the upriver Huangpu water source shall be accelerated to improve the sewage processing capacity. During the course of the 10th "5-year plan", the construction of sewage plants located at Zhu Jiajiao and Liantang shall be accomplished; strictly carry out the overall volume control of pollutant emission and the certificate system of pollutant emission to control the on-going trend of over-nourishment in Dianshan Lade; accomplish the relocation or renovation of the animal / bird farms within the water source protection region; publicize and define the scopes of Chenxing reservoir and QingChaosha water source protection region, and issue the corresponding protection laws.
Build and perfect the sewage collection system in downtown area, and prevent the sewage from direct emitting to the riverways. Accomplish the trunk sewage holding-up projects located at Hongkou Harbor and Yangpu Harbor; complete the Term-1 Project of ShiDongkou Sewage Plant with its daily processing capacity of 400,000 tons and the concentrated silt plant; construct the big-sized sewage plants located at Zhuyuan and BaiLong Harbor with the daily processing capacity of 1.7 million tons. The water quality of Huangpu River and Suzhou River shall be further improved.
Go on with intensifying the renovation of agricultural pollution. Adjust the distribution of suburb animal / bird farms completely, reduce the quantity of suburb animal / bird farms in Shanghai below 1000 in order to minimize the pollution; carry out the comprehensive key renovation to 439 animal / bird farms. Implement the waterbody renovation projects of riverways in order to improve the long-term management system of riverway water environment.
(II) Air Environment Renovation
Decrease the overall emission of smoke and industry powder by 10% from the basis of 2000, and decrease SO2 by 20%; further optimize the energy structure and energy utilization layout; the environment air quality in every environment function regions shall meet the corresponding standards.
Promote the use of natural gas. The annual supplying capability of natural gas shall reach 3 billion cubic meters. Accomplish the structural regulation of Wusong Gas Plant.
Strengthen the vehicle pollution renovation, work out the vehicle pollution control plan and supervision regulation, and apply the nation-issued "Light Vehicle Pollutant Emission Standard" to all the leaving-factory light vehicles; the buses shall comply with CNG requirement in Pudong District; intensify the renovation, eliminate the dark smoke emitted by diesel vehicles, as well as renew and renovate the diesel bus; put in force the inspection and maintenance system (I/M Plan) to all the in-use vehicles, improve the pass rate of road inspection to all the in-use vehicles to 90%; control and replace the fuel-driven light motor bicycles step by step.
Promote the clean energy in the city. No new coal-burning furnace (except for centralized heating) shall be erected in the accomplished areas, and all the coal-burning furnace with the capacity of less than 1 ton/hour shall be replaced by the clean energy; within the inner circle, all the coal-burning furnace with the capacity of less than 4 tons/hour (or as much as 4 tons/hour) shall be replaced by the clean energy; promote the centralized heating. The heating networks of Yangpu, Taopu and Nanshi shall be renewed, reconstructed or expanded, and the heating networks construction shall be accelerated in other industry parks or districts with the proper conditions.
Control the emission of SO2. Build the auto-monitoring network of environmental air quality and the quality inspection network of coal in Shanghai, and accomplish the installation of on-line monitoring system of the electricity plant; the average sulfur containment of the coal used in the non-desulfurized electricity plant shall be controlled within 0.7%; accomplish the smoke desulfurized projects of the 2 machine sets in Wai Gaoqiao electricity plant, the 2 machine sets in Yang Shupu electricity plant, and the 2 machine sets in Bao Steel self-owned electricity plant.
Build the "Basic no burning coal area" with at least 200ksquare meters accomplishment; develop the public transportation; make good use of the straws; control the secondary dust generated by the road cleaning, the construction site and the piling site of fuel or building materials; follow the international compact to get rid of ODS (Ozone Depletion Substance); carry out the monitoring and pollution renovation research of the special factors in the air, including PSQUARE METERS.5, VOC and dioxin.
(III) Solid Waste Handling
By 2005, realize the depollution handling of urban living garbage basically. In part regions within the outer circle (including part of central town of counties), build the service system of classified collection, reduction and resource utilization of the living garbage primarily. All the rural areas with proper conditions in Shanghai shall establish the basic collection and processing system of living garbage. Improve the comprehensive utilization of solid industry waste, and realize the safety processing of dangerous waste basically.
Launch the Liming Backup Burying Farm located in Pudong, accomplish Term-3 Expansion Project of Old Harbor Burying Farm, and define the reserved land for Term-4 project; accomplish the garbage burning plants located at Puxi Jiangqiao, Pudong Yuqiao and Minhang to improve the depollution processing rate of urban living garbage up to 95% or above.
Strengthen the processing and control management of solid industry waste, improve the processing network of solid industry waste, expand the waste recycling range, and improve the comprehensive utilization rate of solid industry waste up to 95% or above.
Construct the rural living garbage collection and processing system, improve the comprehensive utilization of rural organic garbage.
Improve the recycling and resource conversion of the plastic products and the package containers, and handle the "white pollution"; standardize the processing of dreg garbage.
Accomplish the Term-1 Project of Safety Processing and Burying Farm of Dangerous Waste and the construction of Dangerous Waste Relocation Plant, the safety burying volume of dangerous waste shall be as much as 25,000 tons per year, and the depollution burning volume shall be as much as 19,000 tons per year. All the dangerous waste in Shanghai shall be basically processed in the safety way.
(IV) Vegetative Construction
By 2005, build the metropolitan vegetative system with Shanghai's unique features, namely, equipped with city-circling greenbelts, the green corridors (vegetative coverage of trunk roads), the large grassland and the suburb forest, and integrated with the 2-dimensional vegetative coverage and the 3-dimensional vegetative coverage. The public vegetative area shall reach 7 square meters per capita, and the vegetative coverage shall reach 28% to 30%.
Increase the downtown vegetative area by large volume. Reach the goal of one 3,000 square meters or above grassland for each street. Accomplish a group of big-size public grasslands in downtown area; Construct the suburb "man-made forest" in large volume, e.g. build the "man-made forest" with the area of 2000 hectares each in Nanhui County, Fengxian County, Qingpu District and Songjiang District; construct the green eco-corridors in large volume.
(V) Comprehensive Renovation of Wusong Industry District
By 2005, complete the renovation of Wusong Industry District and maintain the fruit foe further development. The industry layout and the structure of industry product shall accommodate the functions of modern industry district, form basically the functional distribution featured with the concentrated layout of metallurgy, new materials as well as warehouse and transportation, and the new industry constitution featured with metallurgy-based and related industry combined.
The production process and equipment standard of enterprises shall comply with the clean production requirement. The water resource utilization rate of the main enterprises in the industry district shall reach the average level or above of all the enterprises of same kind in Shanghai; the disorganized pollution emission such as smoke and dust shall be completely controlled.
Further optimize the regional functions to perfect the supporting infrastructure. Accomplish the promotion of centralized heating and the regulation of energy structure; complete basically the project of diverting clean/dirty water and holding up sewage within the industry district; accomplish the comprehensive renovation of all the water bodies in the region; accomplish the renovation project of Yun Zaobang Embankment Harbor; the vegetative coverage shall reach 30%.
All the environment quality indexes in the region shall reach the average level of environment quality of all the industry districts in Shanghai.
(VI) Environment Protection and Construction
1. Construction of Natural Protection Zone.
Put equal emphasis on the construction and the management of Natural Protection Zone. Go on with the construction and supervision of the established Chongming East-beach Bird Protection Zone, Jiu Duansha Marsh Protection Zone and Jinshan 3-island Ocean Eco-natural Protection Zone.
2. Construction of Model Eco-zone.
After completing and keeping the development of the model eco-zone in Chongming, carry out the activity of building "Green community" in downtown streets, implement the activity of constructing good-environment town (village), and develop the conditions to build the model environment districts proactively. Establish the appraisal index system and appraisal regulation of city eco-management, and carry out the eco-risk alarm and report.
3. Protection of Marsh and Bio-diversity.
Carry out the investigation of marsh and bio-diversity in plan, establish the bio-diversity information system and monitoring system, maintain the security, function and value of main beaches and marshes, and implement the key marsh eco-project construction. Protect the species in severe danger and try to increase their quantities.
4. Protection and Development of the Alongshore Maritime Resource.
Press the ever-growing development of alongshore pollution and eco-deterioration, strengthen the alongshore pollution handling, establish and improve the maritime entironment monitoring system, perfect the maritime management system, implement the law-based management, control basically the alongshore maritime pollution and ever-growing eco-deterioration in Shanghai, and construct the maritime eco-system of benign-circle.
5. Protection of Agricultural Entironment.
By 2005, control the effect of point pollution source to the agricultural entironment; develop the bio-technology of prevention and cure for agriculture, and accelerate the suburb forest construction; strengthen the development and construction of modern eco-agriculture trial zone; look for the effective path to develop the metropolitan eco-agriculture and tourism-based agriculture.
