(I) About the Projects of Gas Production Structure Adjustment
1. Before 2003, reconstruct the 8 sets of heavy-oil gas production furnaces of Wusong Gas Production Company by replacing the heavy-oil based production process with the natural gas mode and the mixing process. Now 2 heavy-oil gas production furnaces have been reconstructed.
2. Before 2003, Pudong Gas Plant shall be renewed with the natural gas mode or the mixing process.
(II) About the Projects of Emergent Backup Gas Source
1. Accomplish the reconstruction of Shi Dongkou Gas Plant before 2002, and develop the emergent production capability of natural gas substitution in the volume of 1 million cubic meters per day.
2. Accomplish the expansion of LNG Emergency Gas Resource Summit-Redeploying Station before 2005, in order to meet the summit-redeploying need of the entry of "Western-area Gas" into Shanghai.
(III) About the launch of the entry of "Western-area Gas" into Shanghai, and the full application of natural gas
Construct BaiHemen Natural Gas Station, 200km of hyper-pressure pipelines of natural gas circling the city, 100km of downtown distribution pipelines of natural gas, 12 high-pressure regulation stations of natural gas, enlarge the emergency backup station of natural gas, reconstruct the artificial gas plant to the mixing natural gas plant, and build 12 compressed natural gas stations (not including the gas consumption projects such as chemical industry and electricity generating).
(IV) About the projects of technical progress
Implement modern operation and management to the gas industry, popularize the applications of computer and other new technologies, promote the GIS of pipeline networks and the application of SCADA system technology, improve the forecast accuracy, and make the gas distribution in more rational way; accelerate the application of safety gas facilities.
