Urban Vegetative Coverage


1. Main Construction Tasks
In the downtown area, build all shaped vegetative areas in the architecture of circle (greenbelt circling the city), wedge (wedge-shaped vegetative area), corridor (vegetative coverage along the riversides or roadsides), and garden (big public vegetative area); in the suburbs or counties, launch the town vegetative construction on the basis of building "1 city and 9 towns", and focus on the construction of the vegetative coverage or the artificial forest along the riversides or roadsides.
1) As to the city-circling greenbelt, launch the construction of 400m-width green belt while go on with building the 100m-width forest belt in synchronization with the road, and the planed construction area is 400 hectares; build the large-scaled comprehensive theme park in the mode of "part by part completion after building the backbone".
2) Make full plan and control of 8 wedge-shaped vegetative areas of total 6923 hectares, including Sancha Harbor, Donggou, Zhang Jiabang, Beicai, San Lintang, Wuzhong Rd., Taopu and Dachang, implement the construction year by year. In the 1st phase, construct the areas located at Zhang Jiabang and Taopu, with the total area of about 100 hectares.
3) Accomplish the shelter belt construction of 26 city-leveled backbone riverways with the total length of 200 km, including Jinhui Harbor, Dazhi River, Dingpu River and Chuanyang River, the forest width of which is 20m averagly and the total area of which is 300 hectares; and the that of the district/county-leveled riverways with the total length of 450km, including Yutang River, Liulei River, Hengjing River and Hongjing Harbor, the forest width of which is 15m averagly and the total area of which is 500 hectares; accomplish the shelter belts along the Hu-Hang Speedway, the shelter belts along the Hu-Ning Speedway, the greenbelts along the 318 National Roadway, the shelter belts along the Hu-Tai Roadway, and the shelter corridor along the Shenzhuan Roadway (from Sheshan to Qingpu), with the total area of about 1,000 hectares.
4) Build a piece of public grassland with the area of 4 hectares or above in each downtown district, including Yang'Anzhong Rd. Grassland, Kaiqiao Grassland, Huashan Rd. Grassland, Xu Jiahui Garden, Bu Yecheng Grassland, Sichuan Rd. Grassland, City-circling Greenbelt of Huangpu District, and Cultural Garden; meanwhile, the districts and counties continue to develop a lot of dispersed public grasslands according to the budget breakdown; during the course of the 10th "5-year Plan", accomplish the goal that there's a piece of open-style public grassland with the area of 3000square meters or above within 500m coverage of residential communities within the inner circle, and total 39 pieces of public grasslands to be built with the area of 11.7 hectares; construct the riverside sightseeing greenbelt along with the comprehensive renovation of Suzhou River and the remolding of the roads along Huanpu River (section from Nanpu Bridge to Yangpu Bridge). The new vegetative construction in downtown shall be more than 1,000 hectares.
5) Build the community grasslands with the area of about 1,300 hectares, including: the concentrated grasslands of about 140 hectares. And build the unit-held grasslands of about 1,500 hectares.
6) With 51km coverage along the Huangpu River Source Protection Zone and the Huai River Source Protection Zone, build the water-source maintenance belt with the average width of 100m, and the total area is 300 hectares. Along the shore as long as more than 470km that covers Chongming, Banshan, Pudong, Nanhui, Fengxian and Jinshan, build the forest with various types of trees and in multiple styles according to the related requirements, in order to improve the offshore shelter belt construction level in Shanghai. The total area is more than 1,000 hectares.
7) Completely plan the construction of the Youth Quality Education Bases located at Nanhui Seaside, Fengxian Seaside and Qingpu Zhu Jiajiao, and the large-scaled man-made forests located at Jinshan Petrochemical, Minhang, Songjiang, Jiading, Liuhe Island, Chongming East Beach and Dongping. Primarily accomplish the Youth Quality Education Bases located at Nanhui Seaside of East Shanghai Suburb and Qingpu of West Shanghai Suburb, and the 6 large-scaled man-made forests located at Songjiang, Sheshan, south part of Minghang, north part of Jiading, Liudao and Luojing, with the total area of about 1,500 hectares.
8) Based on the vegetative status and features of "1 city and 9 towns", carry out the pre-plan, and the vegetative indicator shall be higher than the national standard of gardening city: the vegetative coverage is no less than 30%, the public grassland per capita is no less than 8 square meters, the vegetative coverage of residential community is more than 40%, the vegetative coverage of unit is more than 30%, and the road vegetative coverage is above 20%. The town-leveled gardens shall be constructed with the area of more than 10 hectares.

2. Main Management tasks
1) Management of vegetative coverage: implement the principle of "eco-based, function-focused, and sightseeing-cared" in the maintenance management, keep the arbor backbone and supplement with the vegetation species of different levels, increase the application of local vegetations, enrich the color of vegetative coverage, and promote the coverage of green lichen or organic lichen, in order to reach the target of "stable and rational structure, rich colors in layers, and no earth out" to the vegetative coverage. With yearly regulation and remolding as well as the regular scientific maintenance, increase the level of vegetative coverage and eliminate the non-grade grassland in downtown. The vegetation species and overall mutants in the vegetative coverage out of the gardens shall be increased by 50% or above from the current basis; and vegetation species and overall mutants in the vegetative coverage inside the gardens shall be increased by 20% annually.
2) Management of path tree: on the basis of keep the path trees growing well, perfect the supporting facilities to the path trees, enrich the species of path trees (increase the species of other applicable trees instead of chinar), enrich the planting way of path tree (try plant in multi-rows or in various distances on the wide pavements and the roads with isolation belt), and innovate the maintenance style (e.g. try the natural trimming on the road without aerial cables).
3) Featured vegetation: carry out all kinds of featured vegetation styles focused on "dismantle walls to show the green" to increase the green availability in popular and practical way.
4) Eco-scene vegetative road: on the basis of improving the image of the path trees, the grasslands and the featured vegetations, establish the vegetative scene routes made up of "2 circles, 3 longitudes, 4 latitudes and 10 radiations" in Shanghai, and the city-leveled vegetative sightseeing road frame made up of 2 vegetative-covered waterways and 7 vegetative sightseeing centers. All districts shall build 1 or 2 district-leveled road circles within the district range and combined with district hot areas, and connect them to the city-leveled frame.
5) Based on the systematic plan of vegetative construction in Shanghai, work out the systematic plan of parks to perfect the park types. Build or rebuild a park with cultural, vegetative or historic features in each district, and establish a group of "model parks". During the course of the 10th "5-year Plan", the parks shall reach the target of "100% qualified, 60% double qualified, and 15% model".
6) Construct vegetative coverage legally, further implement the management system and capital channels of "2 government levels, and 3 management levels", intensify the protection to the existing vegetative coverage and prevent them from being invaded or nibbled, strengthen the watcher responsibility of each ancient tree, and go on looking for multiple social channels and new paths to protect the ancient and famous trees.
7) Improve the biology diversity: study the natural environment and biologic communities in Shanghai, introduce and foster the insufficient species of animals and vegetations. Increase the main gardening vegetation from the current 500 kinds to 800 kinds. Particularly, breakthrough shall be made in terms of the path tree, the city typical tree, the flowered arbor and shrub, the colored-leaf tree, the old-rooted flower, the lichen, the ever-green lawn, the liane, and the high-quality bonsai, in order to establish the scaled production and the promotion effect.
8) Promote proactively the multi-channels of maintenance and protection to the grassland and the path tree, and introduce the market-oriented operation of maintenance. Understand the modern supporting technologies of grassland maintenance, introduce the advanced experiences of management or technologies in terms of garden vegetation maintenance globally, and widen the application scope of artificial media and bio-fertilizer. Further introduce, study and develop the gardening machinery and equipment, intensify the promotion and application, and improve the mechanization of gardening.
9) Build "Shanghai Geographic Information System of Vegetative Coverage", and the garden management authorities of the districts or counties shall be equipped with "Vegetative Coverage Geographic Sub-system" and develop the data inquiry and analysis system for the vegetative coverage information.
