remolding of "3 plants and 3 trunks", namely, build 3 big sewage plants located
at Shi Dongkou, Zhuyuan and Bailong Harbor, construct the 2nd trunk system and
perfect the collection system of Zhuyuan, and rebuild the west trunk and the
south trunk. The details are: 1) Accomplish the Sewage Holding-up Project of
the Term-1 Comprehensive Renovation of Suzhou River. That's to say: accomplish
the extension of branch holding-up project of Suzhou River, the sewage
holding-up projects of Hongkou Harbor and Yangpu Harbor, and the Shi Dongkou

plants. 4) Build the district sewage collection system in Pudong, Baoshan,
Jiading and Minhang, and implement the diffluence reconstruction to the
rain-sewage mixing areas. 2. Riverway Renovation Focus on the renovation
of Suzhou River, in order to launch the renovation of all the middle or small
riverways in Shanghai. By means of sewage holding-up, sewage handling, water
diversion, silt cleaning and riverside land renovation, concentrate the force on
the renovation of the water environment of the trunk riverways between the south
and north wings of downtown Suzhou Rover (Dingpu Rover, Yun Zaobang) and Wusong
Industry Area, build the model river sections typed as the water quality
improvement, the riverside sightseeing and the eco-system improvement in the
field cases; meanwhile, based on the requirement of freshwater sailing
development, focus on the widening and renovation of the suburb trunk riverwys
such as Yun Zaobang, Zao Jiagou, Pudong cannel and Dalu Harbor, eliminate
basically the dark contamination and stink smell of the renovated riverways,
improve the water environment remarkably, strengthen the freshwater shipping

the new downtown flood-prevention wall project of the Hangpu River, the Tai Lake
renovation "2+1" project (the flood-prevention project in Hong Qitang, Lanlu
Harbor and upstream trunk of the Huangpu River), the beach-protection project of
the dangerous seawall section, the sea gateway of Longquan Harbor and the 19
sites of regional flood-prevention pumps, further perfect the flood-prevention
and security architecture, and improve the prevention capability of flood and
disaster in the main districts and the main parts, in order to provide the

Shanghai. 1. Seawall Main tasks: accomplish the unfinished projects
including 22km of seawall, 10km of harbor branch bank protection, 30km of

districts, and carry out the overhaul, reinforcement and reconstruction to total
10 main dangerous gateways along the river or the sea. 2. Wall of the Huangpu

and height-addition project, and the 3 main projects of Tai Lake renovation,
including the upstream trunk flood-prevention project of the Huangpu River, the
Lanlu Harbor project and the Hong Qitang project. Complete the new
flood-prevention wall reinforcement project basically. 3. Sea Gateway of
Longquan Harbor According to the water system renovation plans of Caojing
Chemical Industry Park, Jinshan Petrochemical Area and the east part of Pu'nan,
accomplish the sea gateway of Longquan harbor and the related supporting
riverways renovation in the 1st 3 years of the 10th "5-year Plan". 4.
Construction of Regional Drainage Project Urban Drainage Pipeline and Pump
System: 1) Accomplish the reconstruction of total 23 low-standard drainage
systems including Zhao Jiabang, Pushan and Puhui, and improve the seeper status
of 163 road sections. 2) Accomplish 3 drainage systems including Luban,
Chengdu and Fu Xingdong. 3) Build total 20 drainage systems in plan,
including Kaixuan, DaWuchuan, Taopu New Village, Baihong and Shanghai South
Railway Station. Urban and rural regional drainage: accomplish 6 drainage
pumps in the periphery of Qing Songda control area, with the total flow of
230cubic meters/s; it's planed to build 10 drainage pumps with the total flow of
315cubic meters/s in the Yun'nan area and Dingbai area of Puxi downtown,
including Yang Shupu Harbor, Qiujiang, Hongkou Harbor, Heqiao Harbor, Xi Sitang,
Taopu River, Dong Jiajing, Qian Jiabang, Term-2 Longhua Harbor, and Bai Xinjing;
it's planed to build 3 drainage pumps with the total flow of 150 cubic meters/s
in Pudong, including Zhang Jiabang, Yangjing and Ma Jiajing. 5.
Non-construction Measures of Flood Prevention 1) Build and perfect the
Shanghai Flood-prevention Decision-making and Direction Aided System. Accomplish
the 2nd term project of flood-prevention automatic report to build the automatic
report system with about 80 sampling points; build and complete the
flood-prevention dedicated computer networks, perfect and improve the
flood-prevention communication system, and improve the flood-prevention message
transferring conditions to deliver the messages in the rapid and correct way;
build completely the flood-prevention related database to serve the actual
flood-prevention work; build Shanghai Flood-prevention Risk Diagram
Decision-making Aided System to provide the aided decision-making support to the
risk analysis and the disaster appraisal. 2) Build the computer automatic
monitoring system of gateway pump term by term, in order to serve the flood
prevention and the real-time water diversion. 3) Build primarily the aided
support system for the water project management and operation. Build the Water

information with the Flood-prevention Decision-making and Direction Aided
System, the Office Automation System, and the Administration Aided System, in
order to construct the Water Project Automatic Dispatch Aided and Support System
under the 2-level control; meanwhile, realize the interaction between GPS and
the desktop information system gradually to the seawall or riverways project,
and further improve the management level. Under the principle of "Both construct
and manage, and focus on management", intensify the management to all the water
service engineering facilities, and build the channel of project management
expense in order to guarantee the routing maintenance and management expense of
engineering facilities, bringing it on the society-based and market-oriented
track step by step. (III) Construction of Rational Allocation System of Water
Resource 1. Urban and Rural Original Water Project and Water Supply
Project Focus on the "Three One" project: "Three One" project includes the
construction of the Yangtze River water source addition volume, the 300cubic
meters/s water pump in Taipu River and the original water biology pre-processing
plant of upstream Huangpu River, which improve the drinking water quality of
Shanghai remarkably. Rearrange the layout of suburb water plant, and promote the
planed water supply for both urban and rural areas, in order to increase the
water supply capability in Shanghai to 10.68 million cubic
meters/day. Accelerate the technical reconstruction of Nanshi, Yang Shupu,
Changqiao and other out-of-date water plants as well as their pipeline systems,
in order to increase the water supply security, further improve the water
supplying quality, and accelerate the turbid water processing and the silt
resource utilization in the water plant. 2. Water Consumption
Management Control the exploitation volume of underground water; intensify
the water-saving management, build the water-saving enterprises, and reinforce
the basis of water-saving city; further develop the water balance test,
popularly apply the water-saving vessels and equipment; set the water
consumption ration standard, and promote the water consumption ration
management; promote the latest water-saving technologies, processes and
equipment, and improve the rational water consumption volume. 3. Dispatch
System of Water Resource Build the unified water resource dispatch center in
Shanghai, in order to realize the water resource joint dispatch of the Suzhou
River water system, Jiaobao area, Dingbai area, QingSongda control area,
Ding'nan area and Pudong area. Build the real-time dispatch system of water
resource volume and quality that is practical and effective based on the
division of comprehensive area renovation and water area function. 4.
Exploitation, Utilization and Protection of Beach Along with the renovation
of Yangtze River estuary, the north bank handling of Hangzhou Gulf, the
construction of Shanghai Chemical Industry Park and Shanghai Pudong Airport,
carry out the project of seawall silt filing-up and beach protection to meet the
dynamic balance of land resources required by the urban and rural construction
in Shanghai, definitely, 780,000 mu of silt filling-up and 270K mu of land
generation. It includes: the 1st and 2nd terms of silt filling-up and inning
project of Nanhui East Beach, the silt filling-up and inning projects of Huang
Guansha and Qing Caosha beaches. (IV) Rural Irrigation and the Conservation
of Soil and Water 1. Rural Irrigation 1) Dredge the town or village
riverways. According to the municipal government leaders' requirement of
dredging up all the suburb riverways in 3 to 5 years, go on with the rural

automatic monitoring networks gradually. 3) Construct the station-team base.
Namely, construct the cruising base for the upstream and its boundary of Huangpu
River, and the cruising base for Pudong District (also covering the areas along
Yangtze River estuary and Hangzhou Gulf). 4) Build the hydro and water
quality database, and improve the hydro-communication facilities. 2. Study on
