Urban Transportation


(I) Track Transportation Construction Plan
Accelerate the construction of track transportation, expand the coverage of track transportation, relieve the traffic jam surrounding downtown area, and establish the "cross plus circle" shaped track transportation and the radiation-alike network architecture.
1. Construct Term-2 "Pearl Line" project of track transportation (M4 in plan), and accomplish the downtown metro circle. The total construction length is 22km.
2. Construct the north-extension project (Gong Hexin Rd. Overhead Project) of Metro No.1 (R1 in plan), in order to relieve the south-north traffic jam in Shanghai, and facilitate the development in Pengpu and Baoshan districts. The total construction length is 12km.
3. Construct the west-extension project of Metro No.2 (R2 in plan), in order to improve the traffic toughness in West Shanghai. The total construction length is 10km.
4. Construct the Yangpu Line project of track transportation (M8 in plan), in order to relieve the traffic jam in Yangpu district, and facilitate the development and remolding of the Jiangwang New City and the new Huangpu District by building another south-north passenger line in downtown area. The total construction length is 23km.
5. Construct PD-A overhead track transportation in Pudong (Overhead L4 in plan), in order to build the south-north transportation radiations within the Pudong New District, provide the direct connections between the Lu Jiazui - Huamu Area, the Jinqiao - Qing Ningshi Area, the Gaoqiao - Wai Gaoqiao Area, and the Zhou Jiazui - Liuli Area, and meet the needs of trunk passenger delivery in Pudong. Construct the urban track transportation network architecture in Pudong together with the Pudong section of Metro No.2. The total construction length is 29km.
6. Construct the Xin-min Line project of track transportation (south-extension part of R1 in plan), in order to improve the transportation environment in Xinzhuang and Minhang districts and further facilitate the development in Minhang district. The total construction length is 17km.
7. Construct the Songjiang-Xu Jiahui Line project of track transportation (R4 in plan). The total construction length is 34km.
8. Construct the Qilian-Liuli Line project of track transportation (M7 in plan). The total construction length is 14km.
9. Construct the Jiang Wanzhen-Bao Steel Line project of track transportation (CUBIC METERS in plan). The total construction length is 14km.
10. Construct the Jiading-Zhong Shanbei Line project of track transportation (R3 in plan). The total construction length is 26km.
During the course of the 10th "5-year Plan", build the track transportation lines with the length of 211.5km, among which the part into operation shall be as long as over 200km (including the part of 65km accomplished in the 9th "5-year Plan").
(II) Land Public Vehicle Plan
It's calculated that the total seat needs of bus and trolley will be 1.471 million seats at the end of the 10th "5-year Plan", based on the following assumptions for buses and trolleys: daily transportation capacity (7.9 million takes / day), season coefficient (1.0125), rush-hour indirection coefficient (0.12), rush-hour average transportation distance (6km / transportation), vehicle in-work rate (1.0125), rush-hour vehicle driving speed (15km/hour), morning rush-hour average full-loading coefficient (0.58). And assumed that 68 seats per vehicle averagely, there'll be total 21650 buses and trolleys at the end of the 10th "5-year Plan", with the average annual growth of 500 during the course of the 10th "5-year Plan".
(III) Plan of Taxies and Rent Cars
During the course of the 10th "5-year Plan", the Taxi industry will develop stably together with the rapid progress of track transportation construction. The quantity of Taxi will increase a little with the expected annual growth rate of 1.2% averagely. The rent cars will increase more with the expected annual growth rate of 2% averagely.
(IV) Plan of Water Public Transportation
During the course of the 10th "5-year Plan", there'll be 6 bridges and 4 tunnels across the Huangpu River, resulting in the regulation of the bus and ferry lines across the river. The traffic between Shanghai and Chongming Island will increase greatly along with the rapid economic development in Chongming Island. There'll be Shixin (Shi Dongkou to Xinhe) main channel of bus ferry, and Baonan (Baoyang Rd. to Nanmen) main channel of high-speed passenger transportation between Shanghai and Chongming Island. After the construction of tunnel from Shanghai to Chongming, the bus ferries of Chongming, Changxing and HengSha Island will be regulated.
(V) Streamline Plan of Public Transportation Networks
In order to solve the irrational structure of bus and trolley line networks currently, the short-run focus is to provide the public transportation and transferring to track transportation to the newly built residential communities between the inner and outer circles; the long-run goal is to streamline the public transportation networks gradually and build its organic connection to the track transportation networks in the principle of "less redundancy, no blank, proper station deployment, and easy transferring" according to the supporting infrastructures such as stations and roads.
1. Areas within the Inner-circle
Focus on the regulation of lines and stops to the public transportation nodes (such as Shanghai Rail Station, Zhongshan Park, and the cross of Wusong Rd. and Haining Rd.) and the key places of tough traffic (such as the entrance of Yan'Andong Rd. Tunnel, the XuJiahui Square, and the PuDongnan Rd.); standardize the type of lines, and keep the routine public transportation line in the same track with the dedicated public transportation lines in order to reduce the redundant lines; control strictly the line establishment and extension, and streamline the public transportation lines of "5 latitude, 5 longitude, and 1 circle" and the related road sections in order to support the construction of city trunk roads; standardize the line station distance to keep it no more than 800m.
2. Areas between the Inner-circle and the Outer-circle
Focus on reducing the redundant lines on the main channels from downtown to suburbs such as Hu'nan (South Shanghai) Road, Humin Road and Yixian Road; fill the public transportation blanks, namely, establish and extend the public transportation lines based on the traffic volume and the terminal position, in order to densify the transportation networks and guarantee that the public transportation lines and vehicles are available as the residential community is delivered, and rearrange the public transportation lines of multiple directions in the residential community; establish the short-distance bus lines from the track transportation station to the surrounded residential communities in the case of the locations out of the inner-circle.
3. New city zones, central towns and villages
Focus on arranging the trunk lines from downtown to suburbs; according to the road construction schedule, fill the public transportation blanks timely, and establish or extend the public transportation lines gradually with the trunk speedways and the overhead roads, in order to accomplish basically the quasi public speedway networks from downtown to suburbs in 2005 that can save the transportation time for residents; standardize the line station distance to keep it no more than 1,200m.
(VI) Construction Plan of Hinges
During the course of the 10th "5-year Plan", construct, remold and perfect 5 big-sized hinges, 12 middle-sized hinges, 29 small-sized hinges, and 56 area hinges of normal ground public transportation around downtown.
Construction plan of 5 big-sized hinges: build or perfect 4 big-sized integrated transfer hinges including Shanghai Railway Station, Shanghai Railway South Station, Pudong International Airport and Pudong Passenger Railway Station, and reconstruct the big-sized public transportation transfer hinge located at the People Square.
Construction plan of 12 middle-sized hinges: construct and remold 6 integrated transportation hinges including Shanghai Railway West Station, TiLan Bridge (including the International Shipping Center), Caoxi Rd., Wusong Harbor, Hongqiao Inernational Airport, and Xinzhuang, and 6 middle-sized public transportation transfer hinges located at the North Station, Dongfang Rd. to Zhangyang Rd., Hongkou Stadium, Zhongshan Park, Jing'an Temper and Xu Jiahui.
Construction plan of 29 small-sized hinges: construct and remold 11 small-sized integrated passenger transportation hinges including Jiangwan WuJiaochang, ShiLiupu (including the passenger dock), Pudong BaiLianjing Long-distance Passenger Station, Hengfeng Rd. Speedway Passenger Station, Hutai Rd. Long-distance Passenger Station, Luchao Harbor Passenger Dock, Songjiang, Qingpu, Jiading, Shenqiao and Nanpu Bridge, as well as 18 small-sized public transportation transfer hinges including the Sub-station of Railway South Station, Chengqiao Town, Sheshan, Minhang, Zhujing, Nanqiao, Jinshan Petrochemical Plant HQ, Zhoupu, Fengcheng, Chuansha city gate town and Huinan.
The 56 normal hinges include LuJiazui, YangJiadu Rd., Yangpu Bridge, Pudong Linyi New Village, Sanlin, Yuqiao, Lupu Bridge, Longhua, CaoJiadu, Caoyang New Bridge, Wusong Residential Community, Shanghai Zoo, Dinghai Bridge, New Jiangwan City, GongHexin Rd. to Changjiang Rd., Gaoqiao, and WaiGaoqiao Free Zone.
(VII) Construction Plan of Public Transportation Rent Parking Lot
1. Construction Plan of Parking and Maintenance Lot for Bus and Trolley
At the end of 9th "5-year Plan", all the 83 registered public transportation business enterprises can not provide enough capacities of night parking in different levels, resulting in the over-capacity parking in the parking lots and the massive on-road parking at night. The insufficient maintenance facilities cause the tail gas over-emission or poor status of part of vehicles.
At the end of 9th "5-year Plan", the parking shortage is 2869 vehicles for all the 12 main public transportation enterprises located in Puxi. During the course of the 10th "5-year Plan", it's planed to build Yuepu Parking & Maintenance Lot, Wujing Parking & Maintenance Lot, Jiangqiao Parking & Maintenance Lot, Wuning Rd. Parking & Maintenance Lot, DaBaishu Parking Lot, Jinshan Parking & Maintenance Lot, and Zhennan Rd. Parking Lot, providing more parking capacities of 2550 vehicles.
At the end of 9th "5-year Plan", there're almost 3000 vehicles public transportation vehicles in Pudong District, 2,863 of which belong to 3 main public transportation enterprises, and the parking shortage is 955 vehicles. During the course of the 10th "5-year Plan", it's planed to build 2 parking & maintenance lots that will provide more parking capacities of 1,000 vehicles.
At the end of the 10th "5-year Plan", the shortage of parking and maintenance capacities of bus and trolley will be further improved in Shanghai.
2. Construction Plan of Taxi Parks and Stations
During the course of the 10th "5-year Plan", it's planed to build 36 Class-1 Business Stations according to the construction of residential communities; taking the road broadening and the construction of track transportation stations into account, it's planed to build the gulf-shaped Taxi stations in the meantime, in order to relieve the road traffic jam caused by the random business roaming of Taxies.
(VIII) Construction Plan of Long-distance Passenger Transportation
Focus on building Shanghai General Station of Long-distance Passenger Transportation. It's located at the north square of Shanghai Railway Station in Zhabei District, surrounded by metro, overhead track and public transportation lines that facilitate the passengers' transferring. It will be the biggest Inter-provincial Coach Station in Shanghai, designed with the provisioning of 700 shafts of total 17,000 passengers per day.
In order to support the construction of the integrated transportation hinge located at Shanghai North Railway Station, the North Station of Long-distance Passenger Transportation will be built. It's located at the south square of Shanghai South Railway Station in Xuhui District, designed with the provisioning of 400 shafts of 10,000 passengers per day. It will become one of the urban transportation transferring centers with the combination of metro and public transportation lines.
Perfect the 6 constructed Long-distance Passenger Sub-stations including Hengfeng Rd. Speedway Sub-station, Jiaotong Dazhong Sub-station, BaiLianjing Sub-station, Hongqiao Airport Sub-station, Pudong Airport Sub-station, and Huitai Rd. Sub-station, relocate the Long-distance Passenger Sub-station from Jiangwan WuJiaochang to Yangpu, and perfect Shanghai Tourism Concentration & Distribution Station located at Shanghai Stadium. Build several cross-border stations located at ChengJiaqiao, Humin Rd., Caobao Rd. and Hutai Rd. (or GongHexin Rd.).
Establish the inter-provincial long-distance passenger transportation networks from Shanghai to total 358 counties in 93 districts (cities) of about 15 provinces in China. It's estimated that there'll be 1910 shafts per day with the annual growth rate of 3%.
Additionally, develop the tourism passenger transportation. It's planed to launch the construction of other 3 tourism stations, regulate the short-distance passenger shafts from Shanghai to the interesting places in other provinces, and provide more tourism-line shuttles. Every year will see 150 new tourism shuttles, 80% of which will be the high-class vehicles.
