speed in downtown networks shall be 25 to 30km per hour, and the service of road
networks shall be improved.
2) Construction Tasks of Roadways ¡ñAccomplish 4 speedway channels t
outside including he 2nd term of Hu-Jia-Liu Speedway, Hu-Qing-Ping Speedway, the
west section of Xin-Feng-Jin Speedway, and the speedway from Chonghai Bridge to
Chenghai Roadway, as well as build the offshore channel made up of the Chongming
cross-river project, the suburbs circle, and Xin-Feng-Jin

National or Provincial trunks will be 1,539km, with the average density of trunk

10th "5-year Plan" 1. Management Target The management target of roads in
Shanghai is to fully implement the policy of "Carry out both the construction
and the management, and focus on management", completely comply with the
principle of "human based" and "sustainable development", increase the overall
road service capability, improve the road image, and make the roads adaptable to
the comprehensive competitive edge of Shanghai; widely apply the latest
technologies, realize the conversion from static management to dynamic
management, and fully improve the road management level to accommodate the
overall management level of Shanghai; further convert the government functions,
introduce the market competition, and build the long-term road management system
to accommodate the establishment of socialism market economic system and the
law-based city management. At the end of the 10th "5-year Plan", realize the
dynamic balance of urban transportation, provide good service to the city
economic development and the people living, and improve the comprehensive road
management of Shanghai to the national top level. 2. Main
Measures Establish the government working system of law-based management
gradually and promote all-around tasks proactively according to the goal of
building long-term road management system, namely, build the unified and open
market system of Shanghai; build the social participation system featured with
citizen participation and all-dimensional supervision; build the motivation
system with gradual promotion of "4 new" technologies. 1) Intensify the
Reform, Convert the Government Function, and Focus on Public Service
Function ¡ñPromote the reform of government administration approval system,
develop the agency institutions, and carry out the service function of agency
institutions and industry associations to accommodate the requirements of
government management after entry to WTO. ¡ñBuild the road management system
with definite responsibility, rational task allocation, standardized management
and scientific appraisal. ¡ñDuring the course of the 10th "5-year Plan", the
road maintenance and the routine reparation will be completely run in the market
system with the standard of "Fair, public and impartial". 2) Strengthen the
Management and Maintenance of City Roads and Facilities with the Target of
Safety and Smooth Transportation ¡ñAt the end of the 10th "5-year Plan", all
the urban trunks and speedways shall reach the standard, 70% of the secondary
trunks and branches shall reach the standard, the technical status of bridge
security shall be under control, and the comprehensive intact rate of downtown
roads shall be as near as to 90%. ¡ñTargeting at safety and smooth
transportation, improve the management to the bridges and tunnels across the
Huangpu River. The bridge surface shall be clean, well structured and capable of
ensuring smooth driving; the tunnels shall provide smooth transportation, good
ventilation and stable lighting. The main technical indexes shall reach the
national top standard. ¡ñThe urban overhead roads and big-sized crossroads
shall provide safety and smooth transportation, keep its facilities in good
condition, and be of clean and pleasant appearance. The intact rate of
facilities shall reach 95% or above, and the rate of lighting shall reach 97% or
above. ¡ñBased on the comprehensive renovation of the Suzhou River and its
general plan, accomplish the structure renovation of the bridges along the
Suzhou River, in order to guarantee the transportation security and make the
scenes of bridge match the surrounding environment. ¡ñLaunch the regular
routine road maintenance in order to improve the road service quality and the
service duration, and keep the road maintenance in benign circle. At the end of
the 10th "5-year Plan", the overhaul rate of urban roads shall reach 2%. 3)
Promote "GBM" project, and Strengthen the Maintenance and Management of Road
Facilities ¡ñAt the end of the 10th "5-year Plan", all the trunk roadways
shall reach the standard, 58% of the district/county roadways shall reach the
standard, and the technical status of bridge security shall be under control. At
the end of the 10th "5-year Plan", the intact rate of trunk roadways shall reach
92% with annual growth of 0.2%, and the intact rate of all the roadways shall
reach 77.5% with the annual growth of 0.5%. ¡ñThe national or provincial trunk
roadways shall be completely implemented with "GBM" project, and 6 trunk
roadways shall be built as the Model Road of Shanghai; the county/village
roadways shall be gradually implemented with "GBM" project, and all the main
county roadways and sightseeing roadways shall reach "GBM" standard; accelerate
the reconstruction of village roadways, and focus on the reconstruction of
county/village roadways and bridges. ¡ñThe newly built roadways shall be
equipped with the greenbelt within the planed red lines synchronically. It's
planed to reconstruct or add 10 million square meters of vegetative coverage.
The vegetation miles shall reach 100% of the vegetative coverable miles, and the
vegetative coverage of the national and provincial roadways shall reach the
national standard of "Green channel" completely. ¡ñBordered by the urban
outer-circle, regulate the management scope of urban channels and roadways; the
roadways shall be names in standardized way, and shall keep the road names and
the road code numbers together. 4) Strengthen the Construction of Law-based
Governance, and Improve the Capability of Law-based Management ¡ñComplete the
revise of the local regulation named "Shanghai Municipal Management Provisions
of Roads and Bridges"; work out and revise 10 government procedures including
"Shanghai Municipal Management Procedure of the Along-road Trolley Wires",
"Shanghai Municipal Management Procedures of Municipal Facility Bidding Project"
and "Shanghai Municipal Management Procedures of Urban Road Evacuation", in
order to perfect the legal system of road management. ¡ñStrengthen the
management of road service in order to support the comprehensive municipal law
enforcement, and control the temporary occupation rate of urban road within
1.5¡ëof the overall urban road areas; Put the evacuation of urban road under full
control, and provide standardized and timely road recovery with the recovery
rate of 100%. Strengthen the dynamic management of urban roads, and fine or
punish who damages the municipal facilities according to the related law and
regulation. ¡ñOrganize the study and training of related technical standards
of urban channels and roadways, and intensify the implementation of forced
standard. ¡ñIntensify the training of laws, regulations and professional
knowledge to the road service management staffs in order to improve their
quality, particularly, 50% of them shall have completed the course of junior
college or above. Carry out the all-weather inspection to increase to inspection
rate to 100%. Dismantle basically all the illegal buildings within the range of
the lands used for roadway construction, and prevent any new illegal buildings
from being built. Establish the professional inspection team, and build the
fixed inspection networks to strengthen the management of vehicles without
certificate or certificate expired in scientific way, decreasing the rate of
