Shanghai.gov.cn is the official website for the Shanghai Municipal People's Government. The Administration Center of the Shanghai Municipal People's Government is in charge of its operation. As the general platform for message distribution for all the city agencies in the Shanghai municipality, the Website opens a window for all city agencies to connect with the world.

The website started trial operations on September 28, 2001 and it was formally opened on January 1, 2002.

The key tasks of the website are: to transfer and release messages from Shanghai municipality on the Internet; to establish an Internet message channel between the government, citizens and enterprises or agencies; to enable the government to provide online services such as citizen-oriented public affairs and administrative approvals.

The guideline and purpose of the website are: to build channels for citizens' participation in public affairs, improve the transparency of government work and guarantee citizens' right to know; via the Internet and IT applications, to provide government an effective way with online-services and online-offices, to facilitate citizen or enterprise business, to drive government business and processing re-engineering, to improve administration efficiency; to strengthen interactivity with local private networks and intranets as Shanghai establishes an administration system adaptable to economic and social development; to become the model of Shanghai e-government affairs during the process of promoting e-government coordination, online affairs and e-mail application.

The Website includes Government News, Mayor’s Window, Online Office, Citizen Services, Expat Services, Hot Topics, Agencies Guide and Agencies Links.

The Website is created and maintained by the Newsroom of the Shanghai Municipal People’s Government Official Website which functions as the message distributor, routing manager and operator of the Website, as well as service communicator and coordinator with the intranet of municipality agencies and district or county governments.
