Shanghai Municipal Bureau of Quality and Technical Supervision

Shanghai Municipal Bureau of Quality and Technical Supervision is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

Main Functions

1. to implement laws, rules, regulations, guidelines and policies related to quality and technical supervision, study and draft local rules, regulations, policies and systems concerning quality and technical supervision, and organize to carry them out; to take charge of quality and technical supervision and administrative law enforcement supervision;

2. to manage and guide the quality work of the municipality; to organize to carry out the national quality development outline and the municipality’s quality development implementation plan; to take charge of organizing to formulate and carry out the development plans, policies and measures to improve the quality level of the municipality; to organize to carry out government quality award system, and  promote the establishment of quality creditability system and brand development strategy; to formulate and publish quality analysis report; to supervise and manage the quality of engineering equipment; to take charge of organizing and coordinating the investigation and handling of major accidents of product quality and safety;

3. to manage quality supervision of the municipality; to take charge of investigation into and handling of illegal acts in the aspects of quality, standardization, measurement, special equipment and in the process of food production and processing; to take charge of managing production license for industrial products; to take charge of organizing and guiding supervision and inspection of product quality; to manage and guide supervision and check of fiber and fiber products; to supervise and manage the products which need to be authenticated according to the state regulations; to organize and implement the recall system for defective products and unsafe products; to manage and guide quality arbitration inspection and identification; to take charge of coordinating and handling product quality complaining and reporting;

4. to manage and supervise the measurement work of the municipality; to enhance national legal unit of measurement and national measurement system; to organize to establish and manage measurement benchmarks and public standards of measurement; to take charge of organizing to formulate (revise), examine, approve and publish regulations for local measurement verification and technical specifications of measurement; to manage transfer and trace of measuring value according to law; to take charge of the production and use of measuring instruments and supervision and management of measurement verification organizations\; to take charge of standardizing and supervising goods amount and market measurement behaviour;

5. to manage and guide standardization work of the municipality; to organize and enhance the development strategy of standardization and implement the policy of encourage and guide the standardization of the government; to supervise the implementation of national, industry and local standards; to promote the adoption of international standards and foreign advanced standards; to take charge of organizing to formulate (revise), examine, approve and publish local standards except food safety standards; to promote the establishment of standardized public information service system; to manage filing of enterprise product standards except food safety standards; to take charge of declaration of national products of geographic indication; to manage organization code and coding of goods; to assume the work of the municipal  standardization joint conference office;

6. to manage and supervise certification and accreditation work of the municipality; to implement authorization, supervision and management of product quality inspection institutions according to law; to take charge of supervising and managing the certification institutions; to take charge of measurement certification, examining certification and supervision and management on all kinds of examining and inspecting institutions which issue statistics and results that can be considered as proofs to the public; to accept filing management of the intermediaries which deal with quality system certification, product quality certification, compulsory certification and certification consulting services;

7. to manage safety supervision of such special equipment as boiler, pressure vessel, pressure pipe, elevator, lifting equipment, passenger ropeway, large-scale amusement facilities, vehicle specially used in sites (or plants), etc.; to take charge of qualification authentication of special equipment production unit; to supervise and manage the design, manufacture, installation, reform, maintenance, use, testing, import and export of the special equipment (except the supervision and management of installation and use of the lifting equipment used on housing construction sites and municipal engineering sites and the specially used vehicles on sites [or plants]); to supervise and manage the qualification of the inspection and testing institutions and staff and operating personnel of the special equipment; to organize to carry out investigation into accidents of special equipment;

8. to manage and supervise quality and safety in production and processing of food in the municipality; to take charge of supervision and management of quality and safety in the production and processing of food and food-related products (except health food); to organize and implement market access system of food quality and safety; to take charge of production license and relevant supervision and management of cosmetics in the municipality according to law; to take charge of organizing and coordinating investigation into and handling of accidents of food quality and safety in food production and processing;

9. to establish and perfect the operating system of quality and technical supervision of the municipality; to organize to work out and implement the basic development plan of technology and the development plan of quality and technical supervision of the municipality; to organize to coordinate in the work of industrial and professional quality and technical supervision; to guide the work of intermediaries and such social groups as industry associations and professional societies;

10. to organize and implement “Energy Conservation Law of the People’s Republic of China” together with relevant municipal departments; to formulate (revise) local energy saving standards; to implement the system of management of energy efficiency labeling; to supervise energy conservation of special equipment with high energy consumption; to strengthen authentication and law enforcement inspection of energy saving products; to supervise and inspect energy measurement;

11. to organize and guide publicity, education, training, scientific research and informatization concerning quality and technical supervision in the municipality; to organize to carry out professional qualification examination for majors of quality and technical supervision;

12. to participate in activities of international exchange and cooperation about quality and technical supervision on behalf of the municipality; to manage announcement and consultation of relevant standards and technical regulations in WTO/TBT in the municipality;

13. to take charge of the acceptance and hearing of relevant administrative reviews and responses to administrative proceedings;

14. to undertake other tasks assigned by the municipal government.
