Shanghai Municipal Civil Servants Bureau

Shanghai Municipal Civil Servants Bureau (level of deputy bureau) is established as an administrative institution under the management of Shanghai Municipal Human Resources and Social Security Bureau in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

Main Functions

1. to implement the laws, rules, regulations, guidelines and policies of civil servants’ position classification, recruitment, evaluation, appointment and dismissal, rewards and punishment, training, exchanges and avoidance, resignation and dismissal, appeal and indictment, appointment, etc.; to draft the detailed rules on management of the public institutions’ staff by referring to the law of civil servants; to study and draw up the local rules, regulations, drafts and policies of civil servant management, and organize to carry out relevant local rules, regulations and policies;

2. to draft the code of conduct as well as the policies of professional ethics and capacity building for civil servants in Shanghai, draft the detailed rules on position classification standard and administrative measures for civil servants in Shanghai, supervise civil servants according to law, and take charge of the work of statistical management of civil servants’ information;

3. to improve the examination and recruitment system for civil servants in Shanghai, organize civil servants in Shanghai, and manage the examination and recruitment of public institutions’ staff by referring to the law of civil servants;

4. to improve the evaluation system of civil servants in Shanghai and cooperate with relevant departments in drafting the administrative measures on performance appraisal of the government; to undertake the daily work of the Municipal Performance Appraisal Leading Group Office;

5. to improve the appeal and indictment system for civil servants in Shanghai and the arbitration system of personnel disputes for appointed civil servants, and safeguard the legal rights and interests of the civil servants;

6. to take charge of the work of government’s rewards and commendation, draft the rewards and punishment system for civil servants and guide the implementation; to review the projects, personnel and collective rewarded and commended in the name of the Municipal Government; to undertake the appointment and dismissal procedures for personnel appointed and dismissed in the name of the Municipal Government;

7. to improve the exchange system for civil servants in Shanghai, draft the policies on transfer, rotation, appointment of temporary posts for civil servants, and guide and organize to carry them out;

8. to improve the training system for civil servants in Shanghai, to draft the layout, plan and standard for training and internship of civil servants at home and abroad (locally and overseas), and organize the training for civil servants at municipal-level organs; and

9. to undertake other tasks assigned by the Municipal Government and Shanghai Municipal Human Resources and Social Security Bureau.
